The development of artistic and cultural appreciation and expression is an important consideration in the progress and growth of our society. Its pursuit through the presentation of cultural/artistic events and programs is declared to be a significant goal benefiting Hillsborough residents, both adult and child alike. In order to achieve this goal and all related purposes, the Hillsborough Township Committee has herewith enacted this Cultural Arts Commission.
Membership qualification. The Cultural Arts Commission shall be composed of 12 members and two alternates, designated as “Alternate No. 1" and “Alternate No. 2,” who shall meet the following criteria:

Each member of the Commission shall be appointed by the Township Committee.
One member of the Commission shall be a member of the Recreation Commission; one member shall be a member of the Board of Education or its designee; one member shall be a member of the Public Library Staff or Library Board; these members shall serve one-year appointments.
Chairperson and members; terms of office.
The Commission shall designate one of its members to serve as Chairperson and presiding officer of the Commission.
The Commission shall appoint a secretary and other offices as its deems necessary and appropriate.
The terms of office of the first Commissioners shall be as follows:
Four members three of whom are as set forth in § 27-2A(2) for terms to expire on December 31, 1996.
Four members for terms to expire on December 31, 1997.
Four members for terms to expire on December 31, 1998.
Four alternate members whose terms shall expire on December 31, 1996.
The Recreation Commission member appointed to serve on this Commission shall not be appointed beyond the expiration of his term of office as member of the Recreation Commission.
The successors of the first Commissioners shall be appointed by the Township Committee and shall serve for terms of three years except for those members appointed annually pursuant to § 27-2A(2) and except for the four alternates who shall be appointed for one-year terms.
The Township Committee may remove any member of the Commission for cause after written charges have been served upon the member and after a hearing on such charges.
In the event of a vacancy occurring on the Commission other than by expiration of a term, such vacancy shall be filled for the unexpired term in the same manner as an original appointment.
All Commissioners are expected to attend all of the meetings of the Cultural and Arts Commission. Three or more unexcused absences within one calendar year may result in a recommendation by the Cultural and Arts Commission to the Township Committee that the Commissioner be removed from office.

The Hillsborough Township Cultural Arts Commission shall have the following duties, obligations and responsibilities:
The Commission may solicit, encourage and support the activities of all nongovernmental entities which are organized for purposes similar to that of the Commission and may endeavor to coordinate the activities of those entities for the benefit of all Hillsborough residents.
The Commission may advertise, prepare, print and distribute books, maps, charts, plans and pamphlets, which, in its judgment, it deems necessary to advance its purposes subject to the budgetary parameters provided by the Township Committee.
The Commission may apply for any grants appropriate for its purposes subject to Township Committee approval. In pursuance of its aims and purposes, the Commission may solicit and/or receive gifts or bequests of real or personal property subject to Township Committee approval. Income derived from donations shall be deposited in the trust account, maintained by the Township Treasurer for the benefit of the Cultural Arts Commission and shall be dedicated for the benefit of that Commission. Expenses and disbursements shall be requested through the Township Treasurer in accordance with statutory procedures and municipal regulations.
The Commission may, as appropriate, appoint subcommittees in special areas of dance, art, music, theater, historic preservation, cultural heritage and other cultural/artistic pursuits.
The Commission may, as appropriate, conduct cultural events or sponsor trips to such events such as art exhibits, plays, concerts, historical exhibits, dance recitals, and other similar activities for the benefit of the residents of Hillsborough Township. The Commission may also develop programs involving cultural, artistic, musical, dramatic, dance, educational and other expressive artistic pursuits for the benefit of Hillsborough residents.
The Commission shall keep records of its meetings and activities and shall make quarterly reports to the Township Committee.
The Township Committee may appropriate such funds that it deems necessary for the expenses to fund the budget prepared by the Commission.
Any expenditures of the Commission shall be within the limits of the funds available to the Commission.
