[Amended 2-11-2020 by Ord. No. 2020-04]
In accordance with Subdivision B of Article I of Chapter 3 of Title 26 of the Revised Statutes of the State of New Jersey, as amended, which subdivision is expressly adopted, there is hereby established and constituted in and for the Township of Hillsborough a Board of Health consisting of seven members and two alternate members identified as Alternate 1 and Alternate 2 to be appointed by the Mayor and confirmed by the Township Committee for the terms hereinafter provided. An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate 1 shall vote first.

The Board of Health as herein constituted may appoint a Secretary for the Board of Health for a term of one year. Said Secretary need not be a member of the Board of Health, in which event he shall have no voting rights or other legislative authority on the Board of Health.
A.
The Board may employ such personnel as it may deem necessary, of the classes and grades provided for by law, to carry in effect the powers vested in it. It shall fix the term, duties and compensation of every appointee. No person shall be appointed as hereinabove provided who is not the holder of a proper license as such where a license is required by law.
B.
The appointees of the Board shall hold their offices during the term for which they are severally appointed and shall not be removed except for cause and after an opportunity has been given them for a hearing.
