Pursuant to N.J.S.A. 40A:9 in general and N.J.S.A. 40A:9-9 in particular, there is hereby created and established in and for the Township of Hillsborough the position of Deputy Tax Collector.
The Deputy Tax Collector shall, as a condition of eligibility for appointment and for continuation in office, be the holder of a Tax Collector Certification issued by the New Jersey Division of Local Government Services pursuant to N.J.S.A. 40A:9-145.2 or else demonstrate a commitment to the obtainment of such certification.
A. 
The duties of the Deputy Tax Collector shall be performed under the supervision and at the direction of the Tax Collector who shall be responsible for the collecting of taxes upon real and personal property in the municipality. Said duties of the Deputy Tax Collector shall include, but not be limited to the following:
(1) 
Lien enforcement.
(2) 
Tax collecting.
(3) 
Tax billing.
(4) 
Cashiering.
(5) 
Tax reporting.
(6) 
Enforcement of tax collection.
(7) 
Performing all duties that may be assigned to him by the Tax Collector.
B. 
During the absence, disability or disqualification of the Tax Collector, the Deputy Tax Collector shall act in the place of the Tax Collector and shall perform the functions and duties of that office.
The Deputy Tax Collector shall receive such compensation as is limited by the Salary Ordinance[1] and set by resolution, as both may be amended from time to time.

The Deputy Tax Collector shall be appointed by the Township Committee. The term of office of the Deputy Tax Collector shall be at the pleasure of the Township Committee.
The Township Committee may remove the Deputy Tax Collector at any time for good cause by a 2/3 majority vote of all of its members. A reasonable period of notification, not less than 90 days, shall be given by the Township Committee by the Deputy Tax Collector upon termination of employment. The period of notification may be less upon mutual agreement of the Township Committee and the Deputy Tax Collector.
