There shall be appointed, to serve at the pleasure of the Township Committee, an Administrator who shall conduct business as designated within this article, who will be responsible to the Township Committee for the prompt day-to-day management of the administrative affairs of the Township; who shall coordinate the activities of the various departments, boards and commissions within the Township; and provide assistance in planning and supervising the execution of the Township Committee's work in those areas where a continuous and sustained effort is required. The Administrator shall not engage in any political activity in the Township of Hillsborough.
A. 
The Township Administrator shall be appointed by the Mayor with the advice and consent of the Township Committee, and shall be chosen on the basis of training, administrative ability, skill and previous experience. The Administrator shall devote full time to the interests of the Township.
B. 
Compensation shall be fixed from time to time by resolution of the Township Committee in accordance with the applicable Salary Ordinance.[1]

C. 
The person appointed to the office of Administrator need not be a resident of Hillsborough Township.
The Administrator may be removed from office by a two-thirds vote of the Township Committee. The resolution of removal shall become effective three months after its adoption by the Township Committee. The Township Committee may provide that the resolution have immediate effect; provided, however, that the Township Committee shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
The Township Administrator shall, under the supervision and direction of the Mayor, perform such duties as may be requested from time to time, other than those required by law to be exercised by the governing body itself or by another officer, or body, and to the extent not prohibited by law. Such duties and responsibilities shall include, but not be limited to, coordination of operations, activities and administration of the departments, offices, boards and commissions of the Township government; exchanging and disseminating information and generally advising and consulting with the Township Committee without infringing upon the lawful powers and duties of other officers, boards, commissions and departments. In addition, the Administrator shall have the following specific duties and responsibilities:
A. 
Serve as chief executive officer of the Township.

B. 
Attend all meetings of the Township Committee with the right to participate in all discussions but without the right to vote.
C. 
Implement all policies established by the Township Committee.
D. 
Execute all laws of the State of New Jersey and execute ordinances and resolutions of the Township subject to the direction of the Township Committee.
E. 
Recommend appointment, promotion, transfer and removal of all employees for whose selection, placement and removal no other method is provided by law.
F. 
Negotiate contracts, subject to the approval of the Township Committee.
G. 
Represent the Township in its relations with the federal, state and county governments and other municipalities and assess the Township's interest in contracts, franchises and other businesses.
H. 
Make reports to the Township Committee as required and, at the close of the year, prepare an annual report of the Township's governmental activities.
I. 
Investigate the conduct of any officer or department at the initiation of the Township Committee and report to the Committee on the work of all departments.
J. 
Receive and reply to all inquiries and complaints concerning the Township business and provide information and assistance as requested thereto.
K. 
Study and recommend effective personnel policies and procedures, maintain appropriate records on all employees and implement and enforce such personnel policies and procedures as may be adopted by the Township Committee.
L. 
Prepare the annual operating and capital budgets, in consultation with department heads and board and commission chairpersons, and submit them to the Township Committee at a date and in accordance with procedures established by the Committee.
M. 
Annually establish performance plans with each department head and annually evaluate the department's performance against the plan, subject to review by the Township Committee.
N. 
Maintain a continuing review, analysis and control of budget operations, work programs and cost of municipal services.[1]

O. 
Keep the Township Committee informed as to federal and state aid projects and any other aid programs for which the Township may qualify.
P. 
Perform such duties as may be required by ordinance, resolution or direction of the Township Committee.
Nothing herein shall derogate from or authorize the Administrator to exercise the powers and duties of the elected officials of the Township and of the boards and commissions thereof established pursuant to law.
