Pursuant to N.J.S.A. 40A:9 in general and 40A:9-9 in particular, there is hereby created and established in and for the Township of Hillsborough the position of Deputy Treasurer.
The Deputy Treasurer shall, as a condition of eligibility for appointment and for continuation in office, have a municipal finance background which shall include knowledge of municipal current, capital and trust fund accounting, municipal budget preparation and control and principles of financial management and/or an accounting background which shall include knowledge of the principles of financial management.
The duties of the Deputy Treasurer shall be performed under the supervision and at the direction of the Municipal Treasurer who is the Municipal Financial Officer of the Township. Said duties of the Deputy Treasurer shall include, but not be limited to the following:
A. 
Municipal reporting.
B. 
Record keeping.
C. 
Accounts payable.
D. 
Accounts receivable.
E. 
Performing all duties that may be assigned to him by the Municipal Treasurer.
F. 
In the event that a part-time Chief Financial Officer is named by the Township Committee of the Township of Hillsborough, the Deputy Treasurer may be named by the Township Committee of the Township of Hillsborough as the Acting Director of the Finance Department, and that acting position is hereby created and may be filled by resolution.

In the event that the Deputy Treasurer is named the Acting Director of the Finance Department, the Township Committee of the Township of Hillsborough may name an Acting Deputy Treasurer pursuant to N.J.S.A. 40A:9-9, and that acting position is hereby created and may be filled by resolution.

The Deputy Treasurer shall receive such compensation as is limited by the Salary Ordinance[1] and set by resolution, as both may be amended from time to time.

The Deputy Treasurer shall be appointed by the Township Committee. The term of office of the Deputy Treasurer shall be at the pleasure of the Township Committee.
The Township Committee may remove the Deputy Treasurer at any time for good cause by a  two-thirds majority vote of all of its members. A reasonable period of notification, not less than 90 days, shall be given by the Township Committee or by the Deputy Treasurer upon termination of employment. The period of notification may be less upon mutual agreement of the Township Committee and the Deputy Treasurer.
