The purpose of this article is to establish
a procedure providing for the acquisition of and compensation to members
of the police force and special police officers during off-duty hours
by private parties requiring special police services.
The Township Treasurer of the Township of Hillsborough
is hereby empowered to establish an escrow account to be known as
the "Police Services Escrow Account" for the compensation to members
of the police force and special police officers during off-duty hours
whose attendance is required at private affairs.
A.
Persons requiring special police services shall make
application to the Chief of Police stating the date, time, place and
duration of services to be required.
B.
The person sponsoring or responsible for the event
shall make payment to the Township Treasurer at the time of application
at the following rates. The Township Treasurer shall thereafter deposit
such payment into the Police Services Escrow Account established in
§ 39-2 aforesaid.

Off-duty police officers.
(a)
School and municipal related jobs shall be billed
at $33 per hour of which $30 per hour shall be applied to the time
and expense of the police service performed by the off-duty police
officer and $3 per hour shall cover the related administrative costs.
Officers will be paid at their prevailing overtime rate minus $5 per
hour to a maximum of top patrol officer overtime minus $5 per hour.
Officers above the rank or position of patrol officer will be paid
at the rate of top patrol officer's overtime rate minus $5 per hour.
(b)
All other jobs shall be billed at the then prevailing
top patrolman's overtime rate plus $3 per hour to cover the related
administrative costs. Moneys not expended for police services will
be returned to the sponsor. Officers will be paid at their prevailing
overtime rate to a maximum of top patrol officer overtime. Officers
above the rank or position of patrol officer will be paid at the rate
of top patrol officer's overtime rate.
(2)
Special police officers: $14 per hour.
C.
These rates may be amended from time to time by resolution
of the Hillsborough Township Committee as circumstances warrant.
The off-duty officer or officers whose services
are retained, pursuant to this article, and whose compensation has
been provided for by prepayment into the Police Services Escrow Account
shall make application to the Township Treasurer by way of a voucher
setting forth the date, time, place and duration of services rendered.
Said voucher shall also bear the signature of the person having made
application for such services, approving such disbursement. Compensation
for said services shall be made by the Township Treasurer out of the
Police Services Escrow Account hereinbefore established at the hourly
rate provided for by Township Committee resolution.

The selection of police officers for private
duty shall be at the exclusive discretion of the Chief of Police or
such officer as has been specifically designated by the Chief of Police
to coordinate and control said police services.
