A. 
It shall be unlawful for any person, firm or corporation to dump, empty, store or accumulate, or cause to be dumped, emptied, stored or accumulated, any garbage, refuse, junk, sewage, debris, ashes or other waste material at any place or location within the Township of Hillsborough except at such area or areas designated by the Township of Hillsborough as a Township dumping area or sanitary landfill, and then only during such time or times as may be designated and in accordance with the terms and conditions established with respect to the use thereof.[1]

B. 
All such matter or material placed by a road or at a curbside awaiting collection shall be placed in covered containers which are leakproof and spillproof.
A. 
No person, firm or corporation shall regularly cart, haul or carry under public or private contract any garbage, refuse, junk, sewage, debris, ashes or other waste material over any highway, street, road or other public place within the Township of Hillsborough except in fully enclosed or covered trucks or in tightly covered containers of sufficient size and strength to prevent spillage or leakage.
B. 
No person, firm or corporation shall otherwise cart, haul or carry such material over any highway, street, road or other public way in the Township except in such vehicles and in such containers and in such a manner as to prevent spillage or leakage; provided, however, that this section shall not apply or be construed to prohibit agricultural manure spreaders from traveling upon the public roads in the Township.
Any person, firm or corporation who shall violate the provisions of this article shall, upon conviction thereof, be deemed guilty of a Class A violation, punishable as provided in Chapter 291, General Provisions, Board of Health, Article II; provided, however, that the minimum fine shall be $20.
