There is hereby created the position of Assistant
Township Administrator for the Township of Little Egg Harbor, pursuant
to the provisions of N.J.S.A. 40A:63-7.1, to assist in the administration
of the Township under the direction of the Township Administrator.
The position of Assistant Township Administrator shall be an unclassified
position in accordance with the provisions of Title 11A, Civil Service,
of the New Jersey Statutes.
To be appointed to the position of Assistant
Township Administrator, an individual shall possess the following
qualifications:
A.
Education. Bachelor's degree from an accredited college
or university. However, applicants who do not meet this requirement
may substitute additional work experience as described below on the
basis of one year of such experience for each 30 semester hours of
credit the applicant is lacking. Possession of a master's degree from
an accredited college or university with a major course of study in
human services administration, business administration, public administration,
industrial management, industrial engineering, management sciences
or in a program related to the organization, operation, administration,
and control of private or public organizations may be substituted
for one year of the experience described below.
B.
Experience. Fours years of management experience which
shall have included all of the following management functions:
(1)
Setting program organizational goals and objectives;
(2)
Establishing organizational structure or determining
the need for and developing plans for organizational changes;
(3)
Setting policy for the organization or program managed
by establishing program emphasis and priorities and developing operating
and procedural guidelines; and
(4)
Directing the work of the organization or program
through subordinate levels of supervision.
A.
The Assistant Township Administrator shall have the
following duties and responsibilities and shall have such other duties
and responsibilities as assigned by the Township Administrator:
(1)
Assists the Township Administrator and Finance Department
in the preparation and review of the annual budget.
(2)
Assists the Township Administrator in installing modern
management methods and systems in all departments.
(3)
Assists the Township Administrator in advising the
governing body on matters of policy.
(4)
Assists the Township Administrator in editing and
compiling public information releases.
(5)
Assists the Township Administrator in advising the
governing body on all matters of personnel and administrative organization.
(6)
Prepares comprehensive reports, and supervises the
establishment and maintenance of suitable records and files.
(7)
Utilizes various types of electronic and/or manual
recording and information systems such as, but not limited to, personal
computers and software.
B.
During the absence or disability of the Township Administrator,
the Assistant Township Administrator shall have all the powers of
the Township Administrator and shall perform the functions and duties
of the Township Administrator accordingly.
A.
The Assistant Township Administrator shall be appointed
by a majority vote of the Township governing body.
B.
The term of office of the Assistant Township Administrator
shall be at the pleasure of the Township governing body.
C.
The Assistant Township Administrator may be removed
by the Township governing body in accordance with the same removal
procedures which apply to municipal administrators as set forth in
N.J.S.A. 40A:9-138 and any revisions thereto.
A person appointed to the position of Assistant
Township Administrator need not be a resident of Little Egg Harbor
Township.
The Assistant Township Administrator shall be
compensated in accordance with the Salary Ordinance of the Township
of Little Egg Harbor.
