A.Â
At
the organization meeting each year, the members of the Council shall
assemble at a site to be determined by the members of the Township
Council and organize and elect one of their members as Mayor and one
as Deputy Mayor. The Mayor and Deputy Mayor shall be chosen by a majority
vote of all members of the Council. Such vote shall be taken by roll
call of the Clerk, as such procedure is described herein.

If
the members shall be unable, within three votes to be taken to elect
a Mayor or Deputy Mayor, then the Mayor or Deputy Mayor shall be decided
by preferential voting, whereby each member announces its choice,
in order of preference, as to each person nominated. The Clerk will
note each member's preferences and calculate pursuant to Robert's
Rules of Order preferential voting standards, announcing each step
to the public as votes are redistributed based on preference.
A.Â
The Mayor shall have only such powers and duties as
Mayor as are expressly vested by statute and by the Code of the Township
of Livingston. The Deputy Mayor shall act in place of the Mayor in
the case of the Mayor's absence or disability.
B.Â
All bonds, notes, deeds, contracts and written obligations
of the Township shall be executed on its behalf by the Mayor or, in
the event of the Mayor's inability to act, by the Deputy Mayor or
in the absence of both of them, by such member of the Council as the
Council shall designate to act as Mayor during their absence or disability.
C.Â
The Mayor shall fill vacancies occurring in the Trustees
of the Public Library for such terms of office as are provided by
law.
The Township Clerk shall serve as Clerk of the
Council and as secretary of any special legislative committees of
the Council appointed pursuant to the Charter.
