The purposes of this article are to empower
the Township Manager of the Township of Livingston to make orders,
rules and regulations to preserve the resources and property of the
Township of Livingston and of the residents and to protect the health,
welfare and safety of the public during times of emergency.
As used in this article, the following terms
shall have the meanings indicated:
Any unusual incident resulting from natural or unnatural
causes which endangers the health, safety and welfare of the residents
of the Township of Livingston.
Any disaster, or the imminence thereof, resulting from natural
or unnatural causes.
The Manager of the Township of Livingston.
In order to accomplish the purposes of this
article, the Manager is empowered to make orders, rules and regulations
as may be necessary adequately to meet the various problems presented
by any disaster emergency and to amend or rescind such orders, rules
and regulations.
A.
All such orders, rules and regulations made by directive
of the Manager shall be given to the Township Clerk of the Township
of Livingston who shall forthwith post such orders, rules and regulations,
in a prominent and conspicuous place. The posting of such orders,
rules and regulations shall constitute sufficient notice to the public.
B.
The Manager shall also notify each and every member
of the Council of the Township of Livingston, if practically possible,
at the time the Manager issues, amends or rescinds an order, rule
and regulation under the powers granted by this article.
Any person who shall commit any unauthorized
act during a disaster emergency or the imminence thereof that jeopardizes
the health, safety and residents of the Township of Livingston or
who shall violate any order, rule or regulation promulgated by the
Manager shall be punished by a fine of $50 for the first offense,
by a fine of $100 for the second offense, and by a fine of $200 for
the third offense and each succeeding offense.
