A. 
There is hereby established the Department of Planning and Building, the head of which shall be the Director of Planning.
B. 
Prior to his appointment by the Manager, the Director of Planning shall be qualified by training and experience in land use and controls.
Within the Department of Planning and Building there shall be the following divisions:
A. 
Division of Planning.
B. 
Division of Zoning and Building.
The Director of Planning shall serve as professional advisor and staff assistant to the Division of Planning, and as Secretary of the Planning Board, and as Clerk and technical advisor to the Board of Adjustment.

A. 
There is hereby established the position of Planning Assistant. The position shall be part of the Department of Planning and Building.
B. 
The Planning Assistant shall be appointed by the Manager and be under the supervision of the Director of Planning.

Under direction, the Planning Assistant performs routine planning work and noncomplex field work for the orderly and coordinated development of municipal land areas; collects and compiles statistical data; assists the public at the construction and planning control desk and on the telephone; oversees construction inspection scheduling, office operations and computer software applications and other related departmental work.
Within the Department of Planning and Building there shall be a Division of Planning which shall consist of the Planning Board as provided in Chapter 170, Land Use.
A. 
Within the Department of Planning and Building there shall be a Division of Zoning and Building which shall consist of the Board of Adjustment, as provided for in Chapter 170, Land Use, a State Uniform Construction Code enforcing agency as provided for in Chapter 110, Construction Codes, Uniform, and the office of the Zoning Officer, as provided for in Chapter 170, Land Use.
B. 
The office of the Zoning Officer shall be under the direction of the Zoning Officer who shall serve at the pleasure of the Council.
