There is hereby established a Department of Public Safety, the head of which shall be the Manager who shall serve without any additional compensation.
Within the Department of Public Safety there shall be the following divisions and agencies:
A. 
Division of Police.
B. 
Division of Fire.
C. 
Civil Defense Council.

A. 
Controlling body; appropriate authority. In accordance with N.J.S.A. 40A:14-118, the Township Manager shall be the appropriate authority of the Police Department.
B. 
Police Chief. Within the Department of Public Safety, there shall be a Division of Police, also known as the "Police Department," the head of which shall be the Chief of Police. The Police Chief shall be directly responsible to the appropriate authority for the efficiency and routine day-to-day operations of the police force. The police force as heretofore established is hereby continued as the Division of Police and is subject to all laws and ordinances relating to a municipal Police Department.
Within the Department of Public Safety there shall be a Division of Fire, also known as the "Fire Department," the head of which shall be the Fire Chief. The Division of Fire as heretofore established is hereby continued and is subject to all laws and ordinances relating to a municipal fire department.[1]

The Civil Defense Council as heretofore established pursuant to law is continued within the Department of Public Safety. The members shall be appointed by the Manager. It shall have such functions, powers and duties as may be prescribed by general law, executive order, ordinance or resolution.
