A. 
There is hereby established a Department of Health, Welfare and Human Services, the head of which shall be the Director of Health, Welfare and Human Services.
B. 
Unless and until the Council shall, by resolution, authorize the appointment of a separate director, the Manager shall serve as Director of Health, Welfare and Human Services without additional compensation.

Within the Department of Health, Welfare and Human Services there shall be the following divisions and agencies:
A. 
Division of Health.
B. 
Division of Welfare.
C. 
Division of Human Services.

A. 
Within the Department of Health, Welfare and Human Services there shall be a Division of Health, the head of which shall be the Health Officer.
B. 
In the event of a vacancy in the office or in the absence or disability of the Health Officer, the Registered Environmental Health Specialist shall act temporarily as Health Officer until the filling of the vacancy or until the absence or disability terminates.
C. 
The Division of Health shall have the functions, powers and duties of a municipal board of health or department of health as provided by general law or ordinance.
D. 
The legislative functions, powers and duties of a municipal board of health under Title 26 of the Revised Statutes shall be vested in and exercised by the Council.
E. 
The powers of administrative direction and supervision and of appointment and removal of the Health Officer and subordinate officers and employees in the Division of Health shall be exercised by the Manager as required by the Charter.

A. 
Within the Department of Health, Welfare and Human Services there shall be a Division of Welfare, the head of which shall be appointed by the Local Assistance Board.
B. 
The Local Assistance Board shall consist of five members appointed by the Manager, with the approval of the Council. Each of the members of the Board shall serve for a term of four years, and all vacancies shall be filled for unexpired terms. Members shall serve without compensation.
C. 
The Division of Welfare shall:
(1) 
Administer programs of assistance to needy persons, in cooperation with federal, state, county and municipal agencies;
(2) 
Grant public assistance of a budget deficit basis for living expenses, medical services and supplies, hospitalization, convalescent and dental care, and boarding care for children;
(3) 
Provide social services of family adjustment and rehabilitation, preventive and protective;
(4) 
Participate in general community welfare interests, such as local unemployment, child care and prevention of delinquency;
(5) 
Maintain complete social case records, comply with state regulations and make such reports and analyses of welfare problems and grants as are necessary or desirable.

A. 
Within the Department of Health, Welfare and Human Services there shall be a Division of Human Services, the head of which shall be the Human Services Coordinator.
B. 
The Human Services Coordinator shall be appointed by the Manager and shall be under the supervision of the Health Officer.
C. 
The Division of Human Services shall:
(1) 
Act as a liaison for requests for municipal services;
(2) 
Evaluate all present services provided by the Township and all private agencies receiving funding from the Township.
(3) 
Develop referral and action plans to respond to requests for services and monitor the effectiveness of such plan;
(4) 
Evaluate the Township's staff and private agencies receiving funding from the Township as to performance capabilities for providing adequate services;
(5) 
Plan additional or expanded programs and services which may be approved by the Manager; and
(6) 
Supervise the Handicap Coordinator, Senior Citizen Coordinator, Director of Youth Services and Director of Welfare.

Within the Department of Health, Welfare and Human Services there shall be a Coordinator of Senior Citizens Services who shall be appointed by and hold such appointment at the pleasure of the Township Manager. The Coordinator of Senior Citizens Services shall provide administrative services for the Senior Citizen Program in the Township of Livingston, supervise Township-sponsored activities designed for senior citizens and coordinate the programs for senior citizens.
