The Fire Chief is hereby authorized to establish fire
lanes on private property upon which there is located a shopping center,
bowling arena, theater, hospital, church, school or similar establishment
or building devoted to use by the general public, where the parking
of motor vehicles or other obstructions may interfere with the ingress
and egress of Fire Department vehicles and the evacuation of persons
from buildings in the event of fire or other emergency.
Such fire lanes shall be of such width and shall be
so located as may reasonably be necessary or required for the protection
of persons and property in case of fire, explosion or other hazard.
A hearing thereon shall be had on notice to the appellant
who shall be afforded an opportunity to be heard. After such hearing,
the Council may affirm, modify or reverse the action of the Fire Chief.
Unless another penalty is expressly provided by New
Jersey statute, any motor vehicle operator who is convicted of stopping
or standing within a designated fire zone shall, upon conviction thereof,
be punished by a fine not to exceed $25, or parking within a designated
fire zone shall, upon conviction thereof, be punished by a fine not
to exceed $100.
