As used in this chapter, the following words shall have the meanings indicated:
POLITICAL SIGN
Any sign, notice, poster or other paper or device calculated to convey a pre-election political message or to obtain votes for a particular candidate, slate of candidates, public question or political issue when the same is placed in the view of the general public.
It is the purpose of this chapter to regulate the post-election removal of political signs in order to control litter, ensure the preservation of Livingston's natural resources and protect the health and welfare of the citizens of Livingston Township.
No person who is a candidate for election or who is in charge or control of any political sign or whose name is stated on any political sign shall permit such political sign to remain posted or affixed on any public property within the Township of Livingston for more than 14 days after the election, which is the subject of such political sign, has been held unless:
A. 
A runoff election is required, in which case the political sign shall be removed within 14 days after the runoff election has occurred; or
B. 
The election is contested, in which case the political signs shall be removed within 14 days after the election has been upheld or a new election has taken place.
The Township Manager is authorized to remove or cause to be removed any political sign which remains on public property more than 14 days after the election, which is the subject of such political sign, has been held, except as permitted in § 222-3.
A. 
The candidate, person who is in charge or control and person whose name is stated on any political sign removed pursuant to the preceding section shall be jointly and severally liable for the cost and expense paid or incurred by the Township in affecting such removal, which shall be paid by the person or persons liable therefor upon demand in an amount not to exceed $500.
B. 
Costs and expenses referred to in Subsection A of this section may be collected in a civil action or in such manner as may be provided by law.
