It shall be the duty of the owner, occupant or tenant of any lot, parcel of land, or real property in the Township abutting or bordering on the sidewalks of a public street in the Township to remove or cause to be removed all snow and ice from the sidewalk area in front of or bordering his lands, within 12 hours of daylight after the snow has ceased to fall.
If a building opposite the sidewalks referred to in § 274-6 is occupied by more than one family or business unit, the tenant or occupant of the first floor or story thereof shall remove all snow and ice as provided in § 274-6.
If the owner or tenant of any such lands or premises shall neglect or refuse to comply with the provisions and requirements of this article, the Manager shall cause the snow and ice to be removed from such sidewalks.
A. 
The Manager shall certify the cost of such removal to the Council.
B. 
The Council shall examine such certificate, and, if found to be correct, shall cause such cost to be charged against such real estate so abutting upon such sidewalk. The amount so charged shall thereupon become a lien and tax upon such real estate and shall be added to and be part of the taxes next to be levied and assessed thereon, and enforced and collected, with interest, in the same manner as other taxes.
No person, including the owner, tenant or occupant of any premises abutting on any street shall throw, place or deposit upon any sidewalk or street in the Township, any snow or ice which has accumulated within the private property of such person, owner, tenant or occupant.
A person who owns or controls a parking area is responsible for assuring that parking spaces reserved for handicapped motorists and curb cuts and other improvements designed to provide accessibility are not obstructed. If the obstruction is ice or snow, it must be removed from the parking space, curb cut or other improvement within 48 hours after inclement weather has ended. A violation of this provision shall be liable for a fine of not less than $200 nor more than $500.
Unless another penalty is expressly provided herein, any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $500 or by imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
