There is hereby recognized and established a Fire Department in the City of Margate City, to be known and designated as the "Margate City Fire Department," which Department shall be under the control and in the charge of the Director of Public Safety of said City.
A. 
The Fire Department shall consist of personnel in the following positions or offices: Chief, Deputy Chief, Captains, Lieutenants, firemen and such other civilian personnel as would fall into the classifications of clerical, secretarial and administrative employees.[1]

B. 
The Board of Commissioners shall, by resolution, determine the number of persons who shall be assigned to each position, office or classification.
The Chief of Margate City Fire Department shall be appointed by the Director of Public Safety, and the Chief who is now serving shall continue to hold his office during good behavior, as provided by statute. Any vacancy existing in said office shall be filled by the Director of Public Safety.
The Board of Commissioners, by virtue of the authority vested in it pursuant to the provisions of P.L. 1971, c. 97 (N.J.S.A. 40A:14-7), does hereby adopt a Manual of Rules and Regulations governing the conduct of firemen and civilian employees of the Fire Department and establishes said Rules and Regulations as a standard to be used as a guide in the operation and administration of the Fire Department. A copy of the Rules and Regulations is annexed to this chapter, and three copies of the same have been placed in the office of the Chief of the Fire Department and are available to all persons desiring to use and examine the same.[1]

The salaries and compensation to be paid to the officers and members of the Margate City Fire Department shall be in accordance with the ordinance pertaining to salaries of City employees heretofore adopted by the Board of Commissioners of the City of Margate City and now in force, or as the same may hereinafter be provided by ordinance.[1]

Any person appointed to the position of fireman, either temporary or permanent, in addition to complying with the requirements of Title 11 (Civil Service) of the New Jersey Revised Statutes in regard to entrance tests, shall be qualified for such position pursuant to N.J.S.A. 40A:14-9, as amended.
