A. 
No dog shall be permitted to run at large within the limits of the City of Margate City at any time.
B. 
The penalty for violation of this section shall be in the amount of $100.

At all times when the dog is off the premises of the owner or custodian, he shall be fastened with a leash or chain, and the leash or chain shall be held by a person accompanying said dog.

Any person violating the provisions of this article shall be subject to a penalty of not more than $1,000 or imprisonment for not more than 90 days, or both, in the discretion of the Judge hearing the same.
