The purpose of this chapter shall be to establish a Local Emergency Management Organization pursuant to N.J.S.A. App. A:9-41; L. 1942, c. 251, p. 683, § 9; L. 1953, First Special Session, c. 438, p. 2407, § 11; and Executive Order No. 101, dated December 17, 1980. Pursuant to Executive Order No. 101, aforesaid, all functions previously delegated or assigned to the Local Defense Council are hereby transferred and assigned to the Local Emergency Management Organization, pursuant to law.
A. 
The Local Emergency Management Organization shall assist the municipality in establishing the various local volunteer agencies needed to meet the requirements of all local emergency management control activities in accordance with rules and regulations established by the Governor in pursuance of the provisions of laws relating to emergency management.
B. 
The Local Emergency Management Organization is authorized, within the limits of appropriations, to establish an adequate organization to assist in supervising and coordinating the emergency management control activities of the Borough of Maywood.
C. 
The Local Emergency Management Organization shall assist in the establishment, recruiting, training and equipping of volunteer agencies needed to meet local emergency management control requirements.
D. 
The Local Emergency Management Organization shall assist in formulating local emergency management control policies.
A. 
The Local Emergency Management Organization shall be composed of a maximum of 15 members who shall serve at the pleasure of the appointing authority.
B. 
Members shall be appointed by the Mayor of the borough as required by law.
C. 
Members shall be residents of the borough or be employed in or by the borough, shall be citizens of the United States and shall be not less than 18 years of age.
D. 
The members of the Local Emergency Management Organization shall be organized as follows:
(1) 
The Municipal Emergency Management Coordinator shall chair the Local Emergency Management Organization.
(2) 
The Chief of Police shall be a member of the Local Emergency Management Organization. one additional member shall be appointed from the ranks of the Police Department. In addition, two members shall be appointed from the ranks of each of the following agencies:
(a) 
The Fire Department.
(b) 
The Auxiliary police.
(c) 
The First Aid and Emergency Squad.
(3) 
Seven members shall be appointed from the general population of the borough.
The Local Emergency Management Organization shall be funded from money appropriated for it by the governing body of the Borough of Maywood. This shall not limit other agencies from including in their budgets such funds as may be dedicated to the support of the activities of the Local Emergency Management Organization or for emergency management control.
A. 
Nothing in this chapter shall be construed to conflict with state law or the rules and regulations promulgated pursuant thereto, either by the Governor or the State Director of Emergency Management.
B. 
Nothing in this chapter shall be construed to limit or otherwise amend the powers of the Municipal Emergency Management Coordinator as set forth by law, rules and regulations and executive orders made pursuant to law.
C. 
This chapter shall be construed to be in aid of and consistent with the New Jersey Civil Defense Disaster Control Plan, as amended.
D. 
The term "emergency management," as used in this chapter, shall include, but not be limited to, all references made in prior acts, orders, rules and regulations to matters of civil defense and disaster control.

A. 
Creation: There is hereby created a Community Emergency Response Team (CERT) under the supervision and direction of the Emergency Management Organization of the Borough of Maywood.
B. 
Purpose: The CERT program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders or members of the volunteer emergency services are not immediately available to help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in the Borough.
C. 
Members:
(1) 
Members shall be appointed by the Mayor, subject to confirmation by the Council, and shall serve indefinitely unless or until their removal, resignation, ineligibility or inability to serve for any other reason.
(2) 
Members shall either be residents of the Borough of Maywood or shall have their place of work within the Borough of Maywood.
(3) 
Members shall be at least 18 years of age.
(4) 
Prospective members shall be required to have completed CERT training before being eligible for membership and shall be required to maintain their CERT training.
D. 
Compensation: Members of CERT shall not receive any compensation for their services; provided, however, that CERT members may be reimbursed for expenditures authorized by the Emergency Management Coordinator and the Borough Administrator, subject to the approval of the Mayor and Council and the appropriation of adequate funds therefor.
E. 
Training: Training and the conduct of exercises shall be the responsibility of the Emergency Management Coordinator.
