A.
The Planning Board, as heretofore established and
empowered pursuant to law, is continued. Its members shall be appointed
in accordance with the applicable statutes.
B.
The membership of the Planning Board shall consist
of nine individuals of the four following classes of members, in accordance
with N.J.S.A. 40:55D-23:
(1)
Class I: the Township Manager.
(2)
Class II: one of the officials of the Township, other
than a member of the Township Council, to be appointed by the Mayor.
(3)
Class III: a member of the Township Council, to be
appointed by the Township Council.
(4)
Class IV: six other citizens of the Township, to be
appointed by the Township Council.

C.
Terms of membership shall be in accordance with N.J.S.A.
40:55D-23b.
D.
In addition, the Township Council may appoint two
alternate members of the Planning Board, in accordance with N.J.S.A.
40:55D-23.1, who shall:
(1)
Be appointed for Class IV members and shall meet the
qualifications of Class IV members of nine-member Planning Boards
(as required by N.J.S.A. 40:55D-23.1).
(2)
Be designated at the time of appointment as "Alternate
No. 1" and "Alternate No. 2."
(3)
Each have a term of membership for two years, except
that the first appointments shall be for staggered terms of two years
for Alternate No. 1 and one year for Alternate No. 2, so that the
terms of both alternate members shall not expire during any year.
(4)
Have the powers and be subject to the limitations
provided by law.

The Board of Adjustment, as heretofore empowered
by ordinance, is continued. It shall consist of seven members, who
shall be appointed by the Council, each for a term of four years.
A vacancy occurring otherwise than by expiration of term shall be
filled for the unexpired term only. No person shall be eligible for
the appointment to succeed himself after having served two full four-year
terms.

A.
A Board of Special Assessment Commissioners is established
in the Township of Moorestown, pursuant to N.J.S.A. 40:56-22, for
the purpose of making all assessments for benefits accruing from local
improvements within the Township.

B.
Said Board shall consist of three members, who shall
be residents of the Township and none of whom shall be under 21 years
of age.
C.
Each member shall be appointed by the Township Council
at such time, and for such terms, as determined by the Township Council.

D.
Said Board shall have all powers, duties and authorities
provided or permitted by law and shall hereafter make all assessments
for benefits accruing from local improvements within the Township.

E.
The members of said Board shall not be compensated
for their services.

The Township Manager shall receive all reports
and take any actions that law or regulation require be received or
performed by the Local Assistance Board.

A.
There is hereby established within the Township, pursuant
to the November 2, 1971 referendum, the Free Public Library of the
Township of Moorestown to be operated in accordance with N.J.S.A.
40:54-1 et seq.
B.
The Free Public Library shall be governed by the Board
of Trustees, which is a body corporate whose purpose is to hold in
trust and to manage for the benefit of the citizens the property of
the library. The Board of Trustees may rent rooms, or, when proper,
construct buildings for the use of the library, purchase books, pamphlets,
documents, papers and other reading matter, hire librarians and other
necessary personnel, and fix their compensation, make proper rules
and regulations for the government of the library, and generally do
all things necessary and proper for the establishment and maintenance
of the library.
C.
The Board of Trustees shall consist of nine members
who shall serve without compensation. One member shall be the Superintendent
of the Township of Moorestown School District, one member shall be
Township Manager and there shall be seven citizen members, all of
whom shall be residents, who shall be appointed by the Mayor with
the consent of the Township Council for five-year terms. Vacancies
shall be filled for the unexpired term only by the Mayor with the
consent of the Township Council. The Superintendent and Township Manager
may, respectively, appoint an alternate to act in his or her place
with authority to attend all meetings and, in his or her absence,
to vote on all matters before the Board of Trustees.
D.
The Board of Trustees shall elect from its members
a president, treasurer and secretary, each of whom shall hold office
for one year and until their successors are elected.
E.
The Township Council shall annually appropriate a
sum equal to one-third of a mill on every dollar of assessable property
within Township based on the equalized valuation of such property
as certified by the Director of the Division of Taxation. The Township
Council may annually appropriate such additional sums as are necessary
for the operation of the library. The Board of Trustees shall not
incur any expense or enter into any obligations in an amount in excess
of the annual appropriation for library purposes and of the funds
on hand.
F.
The Board of Trustees, without advertising for bids,
may purchase: (1) Library materials, including books, periodicals,
newspapers, photographs, reproductions, sound recordings, films, videos,
other printed or published matter, audiovisual and other materials
of a like nature; (2) Necessary binding or rebinding of library materials;
and (3) Specialized library services.
G.
The treasurer shall give bond in an amount fixed by
the Township Council, payable to the Township, conditioned upon the
faithful performance and discharge of the treasurer's duties.
H.
The Board of Trustees shall submit an annual report,
in the form required by the New Jersey State Library, to the Chief
Financial Officer, with a copy to the Township Council, setting forth
in detail all public revenues received by the library, all state aid
received by the library, all expenditures made on behalf of the Library
and the balance of funds available. The report shall also analyze
the state and condition of the library.
