A. 
Members; task; terms of office; vacancies.
(1) 
There is hereby established the Tree Planting and Preservation Committee of the Township, which shall consist of seven regular members and one alternate member, who shall be appointed by the Township Council, shall be residents of the Township of Moorestown, shall serve without salary or other compensation and shall each be removable from office by the Township Council at any time without cause, upon a vote of a majority of all the members of the Township Council, except that the absence of a Committee member from three consecutive Committee meetings shall constitute an automatic forfeiture of that Committee member's office without need of any action. The alternate member shall serve during the absence or disqualification of any regular member.
(2) 
The Committee shall advise and assist the Council and the Manager with respect to the selection, planting, care, culture, trimming and development of shade trees in the Township. It shall develop and recommend to the Council and the Manager a suitable shade tree program for the Township. In addition, it shall periodically review and generate the list of recommended tree species to be kept on file with the Department of Community Development and known as "Recommended Trees for Moorestown Streets," which is provided for in § 158-26 of the Township Code.

(3) 
Appointments.
(a) 
Committee members and the alternate member shall be appointed for two-year terms, which shall be staggered so that at least three regular members' terms expire on December 31 of each year.

A. 
Membership; terms; designation of Chairman.

(1) 
The Low- and Moderate-Income Housing Oversight Committee shall consist of five members and shall be appointed by the Council, at such time, and for such terms, as determined by the Township Council. One member of Council shall be appointed, by Council, as a liaison to the committee.
(2) 
The Committee shall select its own Chairperson who shall convene meetings as needed.
B. 
Powers and duties.
(1) 
The powers and duties of the Low- and Moderate-Income Housing Oversight Committee shall be as follows:

(a) 
To advise and furnish assistance from time to time to the Township Council on matters regarding affordable housing. The Committee will meet on an as needed basis as requested by the Township Council.
(2) 
Committee duties shall include such other tasks as assigned by the Township Council and/or Township Manager.
C. 
The Manager shall appoint and remove such technical and clerical staff as may be budgeted and required for the Committee. The Township Council shall appoint and remove any professional staff as may be budgeted and required for the Committee.

A. 
Within the Department of Parks and Recreation, there shall be a Recreation Advisory Committee to consist of 11 members to be appointed by the Council, each for a term of two years. The Council shall also appoint four additional members. The additional members' appointments shall be as follows:
(1) 
Upon adoption of this section, two students, one male and one female, entering into their sophomore year, shall be appointed to a two-year term.
(2) 
Upon adoption of this section, two students, one male and one female, entering into their junior year, shall be appointed to a one-year term (if they have not yet been appointed).
(3) 
Each year thereafter, two students, one male and one female, entering into their sophomore year, shall be appointed to a two-year term.
(4) 
All student member terms shall run from July 1 to June 30.
(5) 
All student members are required to comply with the meeting attendance policy for boards and committees as adopted by the Township Council annually.
(6) 
All student members shall be entitled to receive community service hours for hours served.
B. 
The Committee shall provide for its own organization and shall consult with and advise the Council, Manager and Director from time to time with respect to recreational policies, programs and activities within the Township. No person may serve more than four successive full terms.

A. 
Purposes; name.
(1) 
The purposes of this section are to promote a desirable visual environment through development techniques and good civic design and arrangements pursuant to the Municipal Land Use Law (N.J.S.A. 40:55D-2i), including but not limited to the following:
(a) 
To maintain, protect and conserve the architectural, historical and aesthetic character of the Town Center, in terms of a variety of styles, quality and compatible scale.
(b) 
To conserve the pedestrian scale and treed village appearance of the Town Center and the harmonious sense of place.
(2) 
The committee established by this section shall be known as the "Appearance Committee."
(3) 
The Appearance Committee shall act only in an advisory capacity and may make recommendations on development proposals as provided in this section.
B. 
Area. The Appearance Committee shall have jurisdiction within the entire township.

C.

(1) 
There is hereby established the Appearance Committee of the Township, which shall consist of nine regular members and three alternate members, who shall be appointed by the Township Council, shall be residents of the Township of Moorestown, shall serve without salary or other compensation and shall each be removable from office by the Township Council at any time without cause, upon a vote of a majority of all the members of the Township Council, except that the absence of a Committee member from three consecutive Committee meetings shall constitute an automatic forfeiture of that Committee member's office without need of any action. (2) 
Members shall be recognized as knowledgeable in matters of aesthetic judgment by virtue of training, education or experience. At least two Committee members shall be licensed in one of the following professions: architecture, landscape architecture or electrical engineering. At least two members of the Committee shall be members of the business community within the Town Center, and at least one of these members shall be the owner, operator or manager of a business within the Town Center. The owner, operator or manager of a business does not have to be a resident of the Township in order to be considered for appointment to the Appearance Committee.
(3) 
Appointments.
(a) 
Committee members and alternate members shall be appointed for two-year terms, which shall be staggered so that at least three members' terms and one alternate member's term shall expire December 31 of each year.
(b) 
Members may be reappointed to succeed themselves and for nonsuccessive terms.
D. 
Organization; officers, meetings, etc.
(1) 
An organization meeting shall be held annually during January. At such meeting, the Committee shall elect a Chairman and a Secretary from the Committee. The Committee shall hold at least one regular meeting each month. Committee procedures shall comply with the Open Public Meetings Act. A majority of all members shall constitute a quorum.
(2) 
The Committee shall keep minutes of all its proceedings.
(3) 
Staff to the Committee shall be provided by the Department of Community Development.
E. 
Powers and duties. The Appearance Committee shall have the following powers and duties:
(1) 
To review applications, hold hearings and make recommendations concerning the proposed appearance of external architectural features of buildings or structures, other than single-family or two-family houses. In the case of an application for site plan review, conditional use or use variance, recommendations will be forwarded to the Planning Board or Zoning Board of Adjustment, depending on jurisdiction. In the case of a permit application that does not require a Planning Board or Zoning Board of Adjustment approval, Committee recommendations will be forwarded to the Director of the Department of Community Development and to the Township Construction Official.

(2) 
To study exterior design drawings, landscape and site plans and materials for any proposed public works or public improvements in the Town Center and to make recommendations to the Township Council or Township Manager as to the architectural or aesthetic aspects thereof.
(3) 
To advise the Township Council, Manager or any township department, board or commission on architectural or aesthetic concerns within any area of the Township.
(4) 
To recommend legislation to the Township Council.
(5) 
To review applications, hold hearings and make recommendations concerning the proposed demolition or removal of any principal or accessory building pursuant to § 180-101D of the Code.

F. 
Regulatory powers of the Committee over external architectural features of buildings and structures.

(1) 
No building or other permit or site plan approval shall be issued for the erection, construction, alteration or repair of any building or structure, except upon the review and recommendation of the Appearance Committee. The foregoing requirement shall not preclude the issuance of a permit without such review, if the Zoning Officer shall determine either that no external architectural feature, as defined in Subsection J, is involved in the work for which the permit is sought or that the permit involves a one or two-family dwelling.

G. 
Architectural and aesthetic review procedure.
(1) 
Upon the filing of an application for a permit or site plan review for which an architectural and aesthetic review is or may be required under Subsection F, the Zoning Officer shall immediately transmit said application to the Appearance Committee. The fact that an application for review by the Committee has been filed shall not be cause for the Construction Official and/or Zoning Officer to delay the review of plans relating to the building and zoning aspects of the project while such application is pending.
(2) 
The Committee shall consider the application for review within five weeks following submission. In the absence of the issuance of a recommendation within 60 days following submission of a complete application, the entire project depicted by such application shall be deemed recommended.
(3) 
At the public hearing, the Committee shall consider the application and receive additional information from the applicant, township personnel or other persons as shall be deemed appropriate, in order to determine whether or not the application is in compliance with this chapter, including its purposes, and applicable law.
(4) 
The Committee shall review site plans, architectural plans, reports, sketches, drawings, photographs and/or material samples, as are useful during the review of the application.
(5) 
The Committee shall make recommendations on the following application elements.
(a) 
Architectural style.
(b) 
Scale of the proposed development in relation to existing site improvements and surrounding properties.
(c) 
Landscaping and buffering.
(d) 
Exterior lighting types, intensities and locations.
(e) 
Construction material, including color, texture and type.
(6) 
The Committee shall act in an advisory capacity only and shall provide recommendations only on projects for which plans, drawings, materials or other evidence is furnished by the applicant and shall not participate in the development of the basic concept, plans or drawings; provided, however, that the Committee may, in such cases as it deems appropriate, offer informal reviews and guidance.
H. 
Action of the Appearance Committee. The Committee shall make recommendations to the applicant and the Planning Board, the Zoning Board of Adjustment and appropriate township officers, where appropriate, as to changes in the exterior drawings, sketches, landscaping, lighting, site plans and materials which, in the judgment of the Committee, would tend to satisfy the purposes of this chapter.
I. 
Action of the Planning Board and Zoning Board of Adjustment. The Planning Board and Zoning Board of Adjustment shall, when considering a site plan, conditional use or use or "D"[2] variance application, review the recommendations of the Committee. Either Board may incorporate any or all of the recommendations in its actions on such applications.

J. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
BUILDING
A combination of materials to form a construction adapted to permanent, temporary or continuous occupancy and having a roof.
EXTERNAL ARCHITECTURAL FEATURE
The architectural style and general arrangement of such building or structure as is designed to be open to view from a public street, place or way, including the kind, color and texture of the building material and the types of windows, doors, lights, signs and other fixtures appurtenant to the portion of the building or proposed building which it the subject of an application.
STRUCTURE
A combination of materials to form a construction for occupancy, use or ornamentation, whether installed on, above or below the surface of a parcel of land. "Structure" shall include, but not be limited to, fences, walls and signs.

A. 
There shall be a Telecommunications and Technology Committee, consisting of five members, who shall be residents of the Township, appointed by the Township Council at such time, and for such terms, as determined by the Township Council.
B. 
The Committee shall select its own Chairperson who shall convene meetings as needed.
C. 
Staff for the Committee shall be provided by the Township Manager.
D. 
The Telecommunications and Technology Committee shall study and furnish information and advice on various telecommunication and technology issues to the Township Council as the Township Council may from time-to-time request.
E. 
The Committee or its designee shall serve as the Franchise Complaint Officer, as defined in N.J.S.A. 48:5A-26a and as provided in the Township's cable television franchise.[1]

F. 
The Committee shall provide such other oversight of any cable television franchise agreement as best assures continued compliance by all parties to the agreement.

The Committee established by this section shall be known as the "Environmental Advisory Committee."

The Environmental Advisory Committee shall act only in an advisory capacity and may make recommendations on development proposals as provided in this section.
B.

(1) 
There is hereby established the Environmental Advisory Committee of the Township, which shall consist of six regular members and two alternate members, who shall be appointed by the Township Council, shall be residents of the Township of Moorestown, shall serve without salary or other compensation and shall each be removable from office by the Township Council at any time, without cause, upon a vote of a majority of all the members of Township Council, except that the absence of a Committee member from three consecutive Committee meetings shall constitute an automatic forfeiture of that Committee member's office without need of any action. The alternate member shall serve during the absence or disqualification of any regular member.

(2) 
Appointments.
(a)

C.

D. 
Powers and duties. The Committee is established to assist in the protection, development and use of natural resources. In order to carry out these purposes, the Committee shall have the following functions:
(1) 
Promoting the conservation and careful management of the natural resources of the Township.
(2) 
Planning and implementing programs to educate the public about local conservation programs and issues.
(3) 
Maintaining an up-to-date inventory of the Township's natural resources, including all relevant mapping and documentation.
(4) 
Maintaining an up-to-date inventory of all open space and recreation areas, both publicly and privately owned, and investigating possible appropriate uses for publicly owned open space.
(5) 
Assisting the Planning Board and Zoning Board in the latter's duties and responsibilities, including input to the Master Plan and long-range planning.
(6) 
Rendering nonbinding opinions with respect to any matter referred for review by the Planning Board and Zoning Board within 30 calendar days of such referral.
(7) 
Reviewing and making recommendations with respect to all environmental impact reports filed by a developer with the Planning Board or Zoning Board.
(8) 
Acting as a clearinghouse and resource for the community on local environmental issues.
(9) 
Pursuing the recommendations of the open space plan prepared by the Open Space Committee, and taking over said Committee's functions, reports and files upon the dissolution of the Open Space Committee.
(10) 
Performing such other duties as directed by the Township Council or Manager.

A. 
Establishment. The Sustainable Moorestown Green Team (hereinafter "Green Team") be and is hereby established as an advisory committee to the Township Council.
B. 
Purpose. The general purposes for the Green Team shall include but not be limited to:
(1) 
Managing Moorestown's participation in the Sustainable Jersey program;
(2) 
Encouraging the Township staff to pursue sustainable practices where possible and implement the Township Council's economic, social and environmental goals;
(3) 
Work with the existing groups within the Township whose actions affect economic, social and environmental issues so as to eliminate duplication and assure that important tasks are covered;
(4) 
Coordinate input for the website;
(5) 
Provide suggestions for further research and action to the Township Council;
(6) 
Provide advice and suggestions to the Planning Board, Zoning Board of Adjustment and the Environmental Advisory Committee to assure that economic, social and environmental issues are considered in their deliberations and actions;
(7) 
Manage and organize various ad hoc environmental groups within the Township;
(8) 
Solicit and evaluate economic, social and environmental ideas and suggestions from the community; and
(9) 
Promote the causes of sustainability within the Township.
C. 
Membership; term of office.
(1) 
The Moorestown Township Council shall appoint nine Township residents to serve as the Green Team. The Green Team shall elect from among its members a Chair, Vice Chair and Secretary/Treasurer.
(2) 
Initially, five members shall be appointed with a term ending December 31, 2016, and four members with a term ending December 31, 2015. Thereafter, all terms shall be for two years.
(3) 
The Green Team shall select Township volunteers to work on Green Team projects. The names of the Green Team volunteers shall be periodically submitted to the Director of Community Development.
D. 
Meetings. The Green Team shall meet monthly. Additional meetings of the Green Team may be scheduled by the Chair at his/her discretion.

A. 
Purpose; name.
(1) 
The purpose of this Committee is to advise Township Council on how Moorestown Township can better protect and celebrate diversity and equity while ensuring inclusion among our residents, businesses and visitors. The Better Together Advisory Committee will promote an innovative, engaged and informed community and will advise and assist the Township Council, Manager, and any other municipal board, department, committee or municipal officials on matters involving diversity, equity and inclusion in our community, with the purpose of ensuring that cultural, economic, and ethnic differences are considered in the decision-making process.
(2) 
The Committee shall be known as the "Better Together Advisory Committee."
B. 
Establishment. The Better Together Advisory Committee of the Township shall consist of 11 regular members and one member of the governing body, all of whom shall be appointed by the Township Council, shall be residents or business owners of the Township of Moorestown. The membership structure and parameters shall be as more fully set forth below. Appointments will be made to establish a membership that encourages and represents the diverse perspectives we have in our community. Members shall serve without salary or other compensation and shall each be removable from office by the Township Council at any time, without cause, upon a vote of a majority of all the members of Township Council, except that the unexcused absence of a Committee member from three or more Committee meetings within a twelve-month period shall constitute a forfeiture of that Committee member's office by majority vote of Council. All members shall be voting members except the governing body member appointee.
(1) 
Membership. The membership of the Committee shall include a total of 12 members as follows:
(a) 
Eleven regular members, who shall be appointed from diverse backgrounds, with consideration to ability, age, ethnicity, gender, race, religion, sexual orientation and the like and should have expertise in fields and interests such as conversations across differences, communications, community engagement, community organizations, community outreach, compassionate community initiatives, diverse populations, diversity training, educations/schools systems, equity and inclusion, facilitation, fundraising, marketing, disability advocacy, research and welcoming initiatives. At least one shall be a Moorestown-based business owner, who may or not reside in the Township; and at least two members shall be youth, ages 14 to 19, who are residents of Moorestown.
(b) 
In addition, one member of the governing body shall be appointed, as a nonvoting member.
(2) 
Appointments.
(a) 
Regular committee members shall be appointed for two-year terms, except that the first appointments shall be split into six appointments for the balance of the current year plus one full calendar year, and six appointments for the balance of the current year plus two full calendar years, so that appointments will be evenly staggered going forward.
(b) 
Youth members, as well as the governing body member, shall be appointed to a one-year term.
(c) 
There are no term limits. Members may be reappointed to succeed themselves and for nonsuccessive terms. Vacancies shall be filled for the balance of any unexpired term.
(3) 
Organization; officers; meetings.
(a) 
An organization meeting shall be held annually during January. At such a meeting, the Committee shall elect a Chair, a Vice-Chair, and a Secretary from the Committee.
(b) 
The Committee shall hold at least one regular meeting each month.
(c) 
The Committee shall keep minutes of all its official proceedings.
(d) 
A quorum shall consist of a minimum of seven members present at a properly called meeting in order to conduct business in the name of the Committee. The nonvoting member shall be included in determining a quorum.
C. 
Powers and duties. The Committee is established to be an advisory body, with no governing power or fiduciary responsibility, whose duties shall be to provide advice and recommendations to the Township about the following:
(1) 
Supporting Moorestown to become a welcoming town that encourages equality, fairness, cooperation, and respect among and by all persons who live, work, do business in, visit, worship or otherwise engage with Moorestown Township.
(2) 
Recommending effective strategies for public engagement, removing barriers, and increasing inclusion and access.
(3) 
Recommending opportunities for community partnerships as a strategy to better understand and address equity impacts throughout the Township.
(4) 
Facilitate building relationships between the Township and underserved, underrepresented, and marginalized communities and serving as trusted messengers to those communities and the community at large.
(5) 
Advising the Township on strategies that strengthen diversity, equity and inclusion.
(6) 
Acting as a clearinghouse and resource for the community on local diversity, equity and social inclusion issues.
(7) 
Performing such other duties as directed by the Township Council or Manager.

A. 
Membership; terms; designation of Chairman.
(1) 
The Economic Development Advisory Committee shall consist of nine members, one of whom shall be the President of the Moorestown Business Association, or the President's designee. The Township Council shall, at its annual reorganization meeting, appoint one of its members to the Economic Development Advisory Committee, where he or she will serve as the liaison to the Committee. The Township Council, at its annual reorganization meeting, shall appoint the President of the Moorestown Business Association (or the President's designee) to the Economic Development Advisory Committee and such person shall take his or her seat on the Economic Development Advisory Committee after the annual reorganization meeting of the Moorestown Business Association in January each year.
(2) 
The remaining members shall be residents of the Township of Moorestown who shall be selected on the basis of their qualifications and fitness for service on the Economic Development Advisory Committee, except that no more than two members may be nonresidents if they own or are employed by a business located in the Township.
(3) 
Terms.
(a) 
The Township Council and the Moorestown Business Association members shall each be appointed in January for a term of one year.
(b) 
The term of any member of the Township Council or the Moorestown Business Association member shall be automatically deemed vacant in the event that such member is no longer a member of the Township Council or the Moorestown Business Association. Their replacements shall be named by the Township Council and the Moorestown Business Association, respectively, to fulfill the unexpired term.
(c) 
The remaining members shall be appointed for staggered two-year terms by the Township Council. A vacancy occurring other than by expiration of the term shall be filled for the unexpired term only.
(4) 
The Committee shall, year to year, select a Chair and Vice Chair.
B. 
Powers and duties. The duties of the Economic Development Committee shall be as follows:
(1) 
To promote the advantages of the Township of Moorestown for business, commercial and industrial users.
(2) 
To advise and consult with the Township Council, Township Manager, Planning Board and Director of Community Development concerning reasonable and desirable policies to foster appropriate business, commercial and industrial development. All such policies and recommendations shall be designed to safeguard property values of established residential areas in the Township.
(3) 
To encourage expansion of existing industry and business in the best interest of the Township.
(4) 
To prepare, develop and distribute material and data advertising the advantages of the Township to new business and industry.
(5) 
To provide recommendations for content related to business recruitment and promotion to the Township.
