The off-street public parking facilities hereinbefore
described[1] shall constitute and be known as and designated the "Township
of Moorestown West Parking Plaza" hereinafter referred to as the "Parking
Plaza" or as the "Plaza".

described such land as follows: "a tract of land . . . containing
approximately 95,500 square feet, located within the bounds of West
Main Street, West Second Street, North Church Street and Mill Street,
and having a frontage of approximately 323 linear feet on the southerly
side of West Second Street."
The Parking Plaza shall be operated by the Township.
The twenty-five-foot-wide easement-of-way granted
to the Township by Sun Oil Company, and extending from the northerly
curb of West Main Street northwardly along the easterly side of premises
No. 31 West Main Street to the Parking Plaza, may be used by the public
as a means of access from West Main Street to the Plaza; but no person
at any time shall operate any vehicle on said easement-of-way as a
means of egress from the Parking Plaza.
The eleven-foot-wide easement-of-way vested
in the Township, and extending from the northerly curb of West Main
Street northwardly along the westerly side of premises No. 37 West
Main Street to the Parking Plaza, may be used by pedestrians as a
means of access and egress between West Main Street and the Plaza;
but no person at any time shall operate any vehicle on said easement-of-way
for the purpose of access to or egress from the Parking Plaza.
A.
Although the individual parking spaces delineated
on the surface of the Plaza are intended primarily for the parking
of passenger motor vehicles, the parking of trucks and other commercial
motor vehicles in such parking spaces is permitted; provided, however,
that no person at any time shall park in any parking space on the
Plaza any truck or other commercial motor vehicle having a gross vehicle
weight of more than 8,000 pounds or any overall length in excess of
20 feet.
B.
Handicapped parking.

No person shall park in parking spaces designated "handicapped parking," as established by Chapter 168, Vehicles and Traffic, unless such person has been issued a special vehicle identification card by the Division of Motor Vehicles and properly and conspicuously exhibits such card.

Regulatory signs and warning signs shall be erected
and maintained to effect the above-designated handicapped parking
spaces as authorized by the New Jersey Department of Transportation.
No person at any time shall park any vehicle
or leave any vehicle standing on any roadway located on the Parking
Plaza or on any easement-of-way connecting therewith; except and provided,
however, that between 9:00 a.m. and 11:00 a.m. and between 2:00 p.m.
and 4:00 p.m. on any weekday (2:00 p.m. and 6:00 p.m. on Wednesdays)
vehicles shall be permitted to stand on the roadway constructed adjacent
to the concrete sidewalk abutting the rear of the several commercial
premises that extend southwardly from the Plaza to West Main Street
for the purpose of and while actually engaged in unloading or loading
merchandise at and for said commercial premises respectively; and
provided, further, that no person shall at any time cause any such
vehicle to stand on said roadway in such manner as to unnecessarily
obstruct the movement of other vehicles on said roadway or the passage
of pedestrians along said concrete sidewalk.

No person shall park any vehicle on the Plaza
except within an individual parking space marked on the paved surface
of the Plaza.

No person at any time shall operate any vehicle
on any roadway on the Plaza at a speed exceeding five miles per hour
or fail to comply with the directional signs posted on the Plaza.
No person shall place, store or keep any chattels,
fixtures, goods, wares or merchandise or cans, boxes or containers
of any kind on the concrete sidewalk located on the Plaza adjacent
to the rear of the commercial properties fronting on West Main Street
or on any roadway or elsewhere on the Plaza or store, keep or accumulate
thereon any garbage, refuse, debris or other waste of any kind whatsoever,
whether or not in containers.
No person shall operate any vehicle on any roadway
on the Parking Plaza as a way of passage or travel between West Main
Street and West Second Street.

No rights or easements of any kind whatsoever
in or upon the land comprising the Parking Plaza or any part thereof
are dedicated to the public by virtue of the adoption of this chapter,
and the Township Council at all times shall have full power and authority
to amend or supplement this chapter, to repeal said chapter in its
entirety and to change, replace or discontinue any one or more of
the rules, regulations and classifications now contained or that may
at any time or times hereafter be contained in this chapter with respect
to the public use of said parking facilities.
As used in this chapter, the following terms
shall have the meanings indicated:
A natural person and also a corporation, where appropriate
in the context.
This chapter shall be enforced by the Police
Department of the Township of Moorestown.[1]
