As used in this article, the following terms shall have the meanings indicated:
PARKS AND RECREATIONAL FACILITIES
The lands located in the Township of Moorestown in Burlington County, State of New Jersey, and all buildings located thereupon described in Schedule A,[1] annexed hereto and made a part hereof.

A. 
No person shall deface, damage, disturb or remove any soil, plant, tree or any parts of lawns or field areas, any bench, table, chair, equipment or other improvement.
B. 
No person shall shovel snow or ice on any synthetic turf field located in any Township park and recreational facilities.
C. 
No person shall annoy, disturb or frighten any other person, utter any loud, offensive or indecent language, or make any offensive remarks to or upon any person, or act in a noisy or rowdy manner or make any offensive or indecent acts or gestures, including the loud, offensive playing of radios, stereos, boom boxes and the like. Furthermore, stone, rock and gravel throwing is prohibited.
D. 
No person shall discard, throw or leave any food waste, water bottles, chewing gum, or other trash except in containers provided for such purpose.
E. 
No person, other than public officers, shall have in his or her possession, shoot, fire or discharge any firearm or other weapon of any type, including, but not limited to, air guns and spear guns.
F. 
No person shall bring into or consume or possess any alcoholic beverage in any park or recreational facility.
G. 
No person shall build or set any fire, including grills (gas or charcoal), in any park or recreational facility.
H. 
No person or entity shall use the tennis courts and/or basketball courts at any Township park and recreational facility, or any portions thereof, to operate a profit-making venture, whether the same is a class, sports clinic or lessons of any kind, with the exception of any programs organized by the Department of Parks and Recreation.
I. 
No person or entity shall use the sports fields at any Township park and recreational facility, or any portion thereof, to operate a profit-making venture, whether the same is a class, sports clinic or lessons of any kind, with the exception of any programs organized by the Department of Parks and Recreation, or persons or entities who have obtained a permit for such activity and have paid the applicable fee for such permit.
J. 
No person shall permit a dog, or any animal, on any Township sports playing surfaces, including, but not limited to, all grass and synthetic baseball, softball, soccer, lacrosse, football or field hockey fields, hockey rinks, basketball courts, tennis courts and walking/running tracks. Exception: Swede Run Fields Dog Park.
A. 
Parking is permitted only in those areas so designated by the Township and only during hours that the park or recreational facility is open.
B. 
No vehicle may be parked on any lawn area of any park or recreational facility, with the exception of Jeff Young Park, on which parking shall be permitted on the grass along and within 25 feet of Lenola Road no further than the signs "no parking beyond this point."

C. 
No person shall operate any motorized vehicle, recreational vehicle or ATV, within any park or recreational facility, except upon parking lots or roadways laid out and improved for motor vehicle traffic.

D. 
Bicycles and other nonmotorized vehicles/means of transportation (including, but not limited to, skateboards and skates) shall be permitted only on roadways and paths laid out and improved for such vehicles/means of transportation. Bicycles and other nonmotorized vehicles are not permitted on Township sports playing surfaces including, but not limited to, all grass and synthetic fields for baseball, softball, soccer, lacrosse, football and field hockey, hockey rinks, basketball courts, tennis courts and walking/running tracks.

Commercial or retail sales are prohibited within any park or recreational facility, except as may be permitted by the Director of Parks and Recreation.
A. 
No person shall operate a power boat or power craft on any part of the lakes, streams or other bodies of water within any park or recreational facility, except for model or miniature replicas of boats that do not exceed three feet in length.

B. 
One United States Coast Guard approved life preserver shall be readily accessible for each person occupying any type of nonmotorized craft or boat on any part of any lake, stream or other body of water within any park or recreational facility.

C. 
No person shall leave or store any canoe, boat or craft on land or water within the boundaries of any park or recreational facility.
A. 
Fishing, as regulated by the New Jersey Division of Fish, Game and Wildlife, is permitted. Bow fishing is prohibited.
B. 
No person, other than those permitted by the Township, shall hunt, take, catch, trap or disturb any bird, animal or other form of wildlife in any park or recreational facility.
C. 
No person shall bring into any park or recreational facility and abandon any bird or other animal except as may be permitted by the New Jersey Division of Fish, Game and Wildlife and the Township of Moorestown.
D. 
Feeding of wild waterfowl.
(1) 
Purpose. It has been determined that the presence of large numbers of wild waterfowl on and around Strawbridge Lake in the Township of Moorestown causes a public health nuisance in and around said lake, including the surrounding parkland, which is inimical to the health and general welfare of the public. The purpose of this section is to prevent such conduct that may attract such wild waterfowl to Strawbridge Lake Park in the Township.
(2) 
Prohibitions. No person shall feed, cause to be fed or provide food for wild waterfowl on or around Strawbridge Lake Park in the Township of Moorestown on lands either publicly or privately owned. For the purposes of this section, "waterfowl" shall include those undomesticated species of birds commonly known as "swans," "geese," "brants," "ducks," "gulls" or other types of waterfowl.
(3) 
Exceptions. This section shall not be construed to prohibit humane acts towards wild waterfowl in individual cases, such as the temporary nurturing of a wounded bird on one's own premises.
Camping in any form is prohibited within any park or recreational facility.
No person shall swim or wade in any lake, stream or other body of water in any park or recreational facility, except for wading that is associated with the normal course of fishing.

A. 
General hours. No person, other than Township personnel performing their official duties, shall enter or remain on any park or recreational facility between dusk and sunrise the next day. If an organized activity is being supervised by a person or entity which has received a permit to use a lighted park facility, then said facility can remain open until the game is completed or until 10:00 p.m., whichever comes first.
B. 
Extension of hours by Director. The Director of Parks and Recreation is hereby authorized to extend these hours in specific cases where Department-sponsored programs or other activities, approved by the Director of Parks and Recreation, require extensions.
A. 
A permit, issued in advance by the Director of Parks and Recreation, shall be required for the use of any athletic fields, for group functions at any playground facility and for special events in any park or recreational facility.
B. 
The Director may refuse said permit if the proposed activity is incompatible with the orderly operation of the Township or would reasonably require the Township to bear extra expense.
C. 
The fees for issuance of such permits shall be set annually by the resolution of the Township Council. No permits shall be deemed effective unless full payment of the fee shall have been made.

Any person violating this article or failing to comply with any of its provisions shall, upon conviction, be subject to the penalties set forth in Chapter 66.
The Police Department of The Township of Moorestown is hereby authorized and directed to enforce the provisions of this article.
