Each and every owner of land abutting upon a public highway where the adjacent sidewalk is paved shall remove all snow and ice from such adjacent sidewalk for a width of not less than four feet within 12 hours of daylight next after such snow and ice shall fall or be formed thereon.

In the event that any owner or tenant shall fail to remove snow and ice as hereinbefore required, the Director of Public Works of said township shall cause the same to be removed, and the cost of such removal shall be certified by him to the Township Council, which shall examine such certification and, if the same is found to be correct, shall cause such cost to be charged against such abutting real estate, and the amount so charged shall thereupon become a lien and tax upon such real estate and shall be added to and be part of the taxes next to be levied and assessed thereon, and the same shall be enforced and collected, with interest, by the same officers and in the same manner as other taxes.
