A. 
The Planning Board may require the installation or construction of necessary on-site and/or off-tract improvements. In the event that site improvements are required, the procedures, standards, inspection fees, performance guaranties and maintenance guaranties shall be governed by Part 3.
B. 
In the event that site plan approval is conditioned upon improvements, the applicant may apply for preliminary approval and post the necessary bonds or install the improvements as required in Part 3 for final approval except as may be modified by this article.
The applicant shall be entitled to all the rights set forth in the Municipal Land Use Law.[1]
