The Borough Council, through its duly authorized officers and/or personnel, shall have the right to issue cease and desist orders to any person, partnership, corporation or other legal entity when the conduct of such person or persons adversely affects the public health, safety or welfare of members of the public.

The issuance of a cease and desist order shall be fully explanatory in its terms and shall properly advise the subject of the order of the act or acts he is prohibited from engaging in.

Any person who shall be convicted of a violation of any of the provisions of this chapter before any Magisterial District Judge shall be punishable by a fine of not more than $1,000 for a violation of a building, housing, property maintenance, health, fire or public safety code or ordinance and for water, air and noise pollution violations or a fine of not more than $600 for a violation of any other Borough ordinance or by imprisonment in the county jail for a term not to exceed 30 days, or by both such fine and imprisonment. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for such separate offense.
