through 74-10 of the 1975 Code)]
The designated enforcement officer of this code
shall be the Fire Marshal or Deputy Fire Marshal of the Borough of
Bridgeport.
A Bureau of Fire Prevention is hereby created
for the Borough of Bridgeport. The officers of said Bureau shall be
the following:
The Borough Council shall appoint one person
to the position of Fire Marshal, who shall serve at the will of Council,
said appointment to be by majority of Council. It shall be among the
duties of the Fire Marshal to assign to the members of the Bureau
of Fire Prevention such administrative functions as the Fire Marshal
shall deem appropriate to carry out the purposes of fire prevention
and fire protection within the Borough.
The Borough Council may appoint one or more
persons to the position of Deputy Fire Marshal, whose duties shall
be to assist the Fire Marshal in implementing the purposes of fire
prevention and fire protection as set forth in this article as well
as the performance of any other rules or regulations which may be
established by the Bureau in furtherance of said purpose or intent.
A.
It shall be the duty of the Bureau of Fire Prevention
to enforce all laws and ordinances covering the following:
(1)
The prevention of fires.
(2)
The storage and use of explosives and flammables.
(3)
The installation and maintenance of automatic and
other private fire alarm systems and fire-extinguishing equipment.
(4)
The maintenance and regulation of fire escapes.
(5)
The means and adequacy of exits in case of fire from
factories, schools, hotels, lodging houses, asylums, hospitals, churches,
halls, theaters, amphitheaters, assemblies under canvas and all other
places in which numbers of persons work, live or congregate, from
time to time, for any purpose.
(6)
The investigation of the cause, origin and circumstances
of fires.
B.
The Bureau of Fire Prevention shall have such powers
and perform such other duties as are set forth in other sections of
this article and as may be conferred and imposed from time to time
by law.
C.
Designation of fire lanes and fire zones. The Fire
Marshal is authorized and directed to post signs designating no obstruction
or parking of vehicles in such alleyways, driveways, passageways or
ways of every kind within the business area of the Borough or at educational
institutions, religious institutions or other places of public gathering,
and to designate as fire zones certain areas on private property where
there are apartment complexes of four or more units where, in his
opinion, with the consent of the Bureau of Fire Prevention, the obstruction
of such alleyways, driveways, passageways or ways of every kind, including
areas around educational institutions, churches or other places of
public gathering, or on private property, particularly apartment complexes
of more than four units, would so congest the same that in the event
of fire it would interfere with the free movement of fire apparatus
in said driveways, alleyways, passageways and ways of every kind or
entrances to or exits from herein-described apartment complexes.
The officers and inspectors of the Bureau of
Fire Prevention may, at all reasonable hours, enter any building or
premises within their jurisdiction for the purpose of making any inspection
or investigation which, under the provisions of this article, they
may deem necessary to be made.
Monthly reports of the Bureau of Fire Prevention
shall be made at the regular meeting of the Borough Council; they
shall contain all proceedings under this article with such statistics
as the Bureau of Fire Prevention may wish to include therein. The
Bureau of Fire Prevention shall also recommend any amendments to this
article which, in its judgment, shall be desirable.
