There is hereby created the Board of Health for the Borough of Bridgeport. The Board of Health shall consist of five members, who shall be appointed by the Borough Council. At least one of the members shall be a physician of not less than two years' experience in the practice of his profession. At the first appointment, one member shall be appointed to serve for one year, one for two years, one for three years, one for four years and one for five years, and thereafter one member shall in like manner be appointed each year to serve for five years. The members of the Board of Health shall serve without compensation, but if any member of the Board shall be elected to the office of Secretary of the Board of Health, he shall be entitled to receive a salary fixed for the office by the Board.
A. 
The Board of Health shall have the power and it shall be its duty to enforce the laws of the Commonwealth of Pennsylvania, the regulations of the State Department of Health and all ordinances of the Borough which relate to public health or relate to nuisances.
B. 
The Board of Health shall recommend all necessary rules and regulations for the protection of the health of the inhabitants of the Borough and to prevent the introduction and spread of infectious or contagious disease. It shall abate and remove all nuisances which the Board shall deem prejudicial to the public health. It shall mark infected houses or places. It shall recommend rules for the construction and maintenance of house drains, wash pipes, soil pipes and cesspools. With the consent of Council, the Board shall have the power, in case of a prevalence of any contagious or infectious disease, to establish one or more emergency hospitals and to make provisions and regulations for the maintenance and management of the same.
C. 
The Board of Health shall recommend to Council such reasonable rules as may be necessary regarding quarantine and vaccination for the prevention and spread of contagious diseases and to quarantine premises when such diseases occur for such time as may be necessary to protect the public health.
D. 
The Board of Health shall have the power to prevent persons from entering or leaving premises on which a case of contagious or epidemic disease occurs or is found and to placard the same with signs indicating the nature of such disease and the existence of the quarantine.
There is hereby created the office of Health Officer, which officer shall be appointed by the Borough Council and shall serve until replaced. All health officers shall be certified by the State Department of Health.
A. 
It shall be the duty of the Health Officer to enforce all ordinances and all rules and regulations of the Board of Health pertaining to the protection of the public health; to make inspections of foodstuffs and drinks and of the premises within the Borough used for storage, preparation, packaging, processing, handling or selling of food and drinks; and to perform such other duties and functions as may be required by statute, ordinance, rule or regulation.
B. 
The Health Officer shall attend all meetings of the Board of Health and shall make such reports to the Borough Council as the Council may require. He shall also make recommendations for rulings, orders or ordinances respecting the public health whenever requested to do so and whenever he deems it necessary or advisable.
