All wooden, steel and iron poles upon the streets
and alleys of the Borough of Bridgeport carrying electrically charged
wires shall be inspected daily by the Inspector or Deputy Inspector
of Poles, whose appointment is hereby provided for. Unsafe and unsound
poles shall be reported to the Inspector, who shall at once notify
the individual or corporation using or in control of such poles to
forthwith replace them with safe and sound poles. Notice may be served
upon corporations by their local superintendent, manager, clerk or
other accessible employee. In the event of neglect or refusal of such
individual or corporation so notified to satisfactorily remedy the
cause of complaint, the Inspector shall report the same in writing
to the next regular or special meeting of the Police Committee of
the Borough Council, which said Committee shall have full power and
authority to remove from public streets or alleys of said Borough
such defective and dangerous poles. If, after 48 hours' notice, from
the Chairman or any member of said Police Committee to the proper
corporation through any of its above-named officers or employees,
said individual or corporation shall neglect or refuse to remedy the
complaint and to remove said pole or poles, the costs of such removal
shall be charged to and recovered from such individual or corporation
using, owning or controlling said poles, by suit before any Magisterial
District Judge of the Borough.
The Police Committee shall annually commend
to the Borough Council, at its first meeting in April or as soon afterwards
as may be convenient, a suitable person to be Inspector of Poles and
also, at the same time, shall give the names of the proper persons
to be Deputy Inspectors, which Inspector and Deputy Inspectors shall
be elected by the Borough Council. The Inspector and Deputy Inspectors
may at the same time hold a position as police officer of said Borough.
If the Borough Council sees fit, it shall be
the duty of the Inspectors to have charge of and direct the required
inspection of all wooden, steel or iron poles carrying electrically
charged wires; to make the necessary reports and serve the prescribed
notice concerning them; to keep a record of the work of himself and
his deputies and all defective poles; to deliver certificates of inspection;
and to affix to every licensed pole a numbered metal license tag to
be provided by the Borough and to remain Borough property and to be
removed upon default in payment of license fees.
The duties of the Deputy Inspectors shall be
the same as the Inspector, but they shall be subject to and under
the direction of the Inspector.[1]
