No locomotive, train, car or cars shall run over any crossing or on any street on any railroad within the limits of the Borough of Bridgeport at a greater rate of speed than 20 miles per hour.
No whistle shall be blown within the limits of the Borough of Bridgeport except in cases of imminent danger to life or limb or for the purpose of calling in the flagman, but the bell on any engine moving through the Borough shall be rung regularly or constantly. Whenever any train is moving with the engine located in any other part of the train than the front thereof, a person shall be placed upon the forward end of the car which is placed in front, which person shall ring a bell of sufficient size to warn the traveling public of the approach of said train.
No train shall be stopped or be left standing, for a period exceeding five minutes, so as to interfere with the free and uninterrupted use of all the highways crossing any railroad in said Borough.
When any police officer shall find any locomotive, train or car standing on any street or public crossing longer than five minutes to the interruption and obstruction of public travel, it shall be his duty to direct the person in charge of said locomotive, train or car to immediately clear said street or public crossing, and in case he refuses or unreasonably neglects to clear said street or public crossing, it shall be the duty of said officer forthwith to prefer a complaint against the person so offending for a violation of the provisions of this chapter. Any police officer or any person authorized may bring the prosecutions or suits for violation of this chapter.

Any person who shall be convicted of a violation of any of the provisions of this chapter before any Magisterial District Judge shall be punishable by a fine of not more than $1,000 and costs of prosecution or by imprisonment in the county jail for a term not to exceed 30 days, or by both such fine and imprisonment. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for such separate offense.
