A.
The existing Matamoras Recreation Advisory Board is
hereby vested with the powers to provide and conduct recreational
activities and maintain public facilities as stated in Article XVII,
Section 2708 of the Pennsylvania Code, Creation of Recreation Board:[1] "The authority to supervise and maintain recreation places
may be vested in any existing body or board, including the Borough
Council, or in a Recreation Board, as the Borough Council shall determine.
The council of any such borough may equip, operate and maintain the
recreation places, as authorized by this article and may, for purposes
of carrying out the provisions of this article, employ play leaders,
recreation directors, supervisors, superintendents, or any other officers
or employees, as it may deem proper."

The Board is vested with the power to create schedules,
rules and regulations, prepare a budget for the operation of recreation,
collects monies raised in the operation of any recreation facilities,
and do any other operation that will enhance recreation, providing
it does not violate any Borough rule or regulation.
Section 2710 Organization of the Board[1] states: "The members of a Recreation Board, established
pursuant to this article, shall elect their own chairman and secretary
and select all other necessary officers, to serve for a period of
one year, and may employ such persons as may be needed, as authorized
by this article. Such Board shall have power to adopt rules and regulations
for the conduct of all business within its jurisdiction."

The Board shall consist of nine members who
shall initially be the same as the present board hereby disbanded,
and who shall serve for a calendar year term of three, two and one
years as set by the present Borough Council. Initially, the terms
shall be structured so that they expire three at the end of the first
year and then three at the end of each of the next two years. Appointments
will be made at the January meeting of the Borough Council yearly.
Vacancies shall be filled by the Borough Council when needed. All
members shall serve without compensation.
A.
The funds appropriated by the Borough Council and
budgeted to the Recreation Advisory Board shall be disbursed by the
Borough Treasurer upon vouchers issued by the Recreation Advisory
Board and within the approved budget.
B.
Funds received by the Board from other sources shall
be deposited with the Borough Treasurer and shall be disbursed in
accordance with the approved budget or, in the case of gifts, in accordance
with the terms of the gift, if any in a separate designated account
called the general recreation account using the EIN of the Borough
and will be used for the sole purpose of recreation.
Section 1107 Assistant Treasurer:[1] "Any borough council may, by resolution, appoint an assistant
treasurer, who shall not be a member of the council. The assistant
treasurer shall assist the treasurer in the performance of his duties,
and in the case of absence or disability of the treasurer, shall perform
the duties and may exercise the powers of the treasurer."

A.
The Borough Council shall, by resolution, form a committee
consisting of a member of the Financial Committee, president of the
Advisory Board and the treasurer of the Advisory Board for the sole
purpose of assisting and overseeing the general recreation account
with the management of the Board's receipts and disbursements, provided,
nevertheless, that:
(1)
The Board accounts for all financial transactions
in a monthly report to the regular meeting of the Borough Council;
(2)
The Board submits an annual report of its operations
to the Borough Council at the end of each calendar year; and
(3)
The Board submits to the yearly Borough audit or inspection.
B.
All receipts of any nature whatsoever shall be promptly
deposited in the general recreation account under the EIN number of
the Borough of Matamoras.
