Whenever any building or structure on premises abutting any street or sanitary sewerage easement benefitting the premises in the Township of Bernards, in which a sanitary sewer exists and is in operation, is altered for human occupancy, either temporarily or permanently, said building or structure shall be connected to the sanitary sewer during the course of alteration, and no use or occupancy of such building or structure shall be permitted until said sewer connection has been made, inspected and approved.
