The following definitions apply:
A member or designee of the Board who has knowledge of farm
management and/or care of large animals. The agricultural representative
serves in this capacity at the discretion of the Board.
The Board of Health of the Town of Dover.
Straw, woodchips, sawdust and other generally accepted material
normally used to stabilize manure.
An accumulation of horse manure and bulking agent which has
been removed from animal facilities and is being stored for disposal
(including eventual spreading or use as compost).
Any natural or man-made stream, pond, lake, river, vegetative
wetland, open or subsurface drain or swamp.
A.
All stockpiles, regardless of volume, should be at least 100 feet
from any watercourse or well unless first applying for an order of
conditions from the Conservation Commission.
B.
No stockpile should be located on any ground with greater than a
continuous grade of 10° if the ground slopes in the direction
of a watercourse and there is reasonable likelihood that runoff from
the stockpile will reach the watercourse.
C.
Stockpiles shall be stored in an encapsulated location which shall
consist of the following:
(1)
Base shall be of an impervious material and of a suitable thickness
to withstand impact of motorized equipment.
(2)
Sides and rear shall be of suitable height and material to contain
stockpiled manure. Excess manure to be removed from site.
(3)
Front edge shall have a minimum two-inch lip to contain liquid runoff
from migrating.
(4)
Size shall not exceed 20 feet by 30 feet with a maximum storage capacity
not to exceed 130 cubic yards without prior approval of the BOH or
its agent.
Spreading of manure should only be performed if done in a manner
consistent with normal agricultural practice. Deposit of manure by
horses in fields or paddocks is not regulated.
Stockpiles, measured from the exterior of the encapsulated location,
should not be permitted within 15 feet of any boundary line of an
abutting lot on which a residence is located unless there is common
ownership.
The Board shall refer any complaints to the Board of Health
Agent. The Animal Inspector is charged with inspecting the sites of
any complaints, coordinating his/her site inspection with the Board
and its agents, and reporting findings and recommendations to the
Board.
