A. 
For all permits issued for blasting rock within the Town of Marblehead, except as referenced in Subsection F below, a pre-blast survey shall be made by the contractor, or by an approved firm normally engaged in this type of work. Such survey shall be acceptable to both the insurer of the party performing the blasting and to the head of the Fire Department.
B. 
The pre-blast survey shall include a survey of the interior and exterior of existing buildings and stone walls adjacent to the project as specified below, before any excavation or blasting is done.
C. 
The survey shall record all visible structural defects such as cracks, settlement, and lines out of plumb, etc.
D. 
The survey data shall be recorded in a permanent manner in approved hardbound notebooks. The survey data shall include photographs or videotapes showing the structures surveyed, referenced to the notebook pages. Also, a tape recording of all data pertinent to the survey shall be made. The scope and format of the recorded survey data shall be satisfactory to both the head of the Fire Department and the Town Engineer. Before commencing any blasting or ledge excavation, copies of the survey shall be on file at the offices of the Town Engineer and the Fire Prevention Inspector.
E. 
The adjacent area requiring the pre-blast survey is specified as all buildings and stone walls with a radius of 250 feet from said blast.
F. 
No pre-blast survey shall be required if blasting is within the following limits:
(1) 
The total charge weight per blast does not exceed five pounds; and
(2) 
The maximum weight per delay does not exceed two pounds per delay.
