There is hereby created the position of Borough Administrator for the Borough of Pennington who shall serve at the please of Borough Council.
The Municipal Administrator shall have the following responsibilities and duties:
A. 
Handle all day-to-day Borough operations, including personnel management, budget control, departmental oversight and municipal operations.
B. 
Coordinate operations of all departments to enhance the efficiency of overall Borough activities.
C. 
Handle public relations with residents, including citizen complaints and/or requests for services.
D. 
Prepare job descriptions and performance evaluations for all nonpolice employees.
E. 
Analyze, review and suggest revisions of municipal policies, procedures, resolutions and ordinances to make local government more responsive to the needs of its residents.
F. 
Know state regulations and implement them in a timely manner and keep current of changes.
G. 
Review municipal programs/activities and evaluate their administration, objectives, efficiency, effectiveness and suitability to current conditions, costs and accomplishments and suggest, develop and organize new programs where necessary.
H. 
Advise the governing body in matters of policy.
I. 
Prepare and develop, with departmental input, the annual budget for presentation to the governing body.
J. 
Perform any other duties or tasks assigned by the governing body.
Education, experience and abilities of the Borough Administrator shall be as follows:
A. 
Graduation from an accredited college or university with a bachelor's degree.
B. 
A minimum of four years' experience in a management position in government or the equivalent.

C. 
Knowledge of problems involved in the administration of municipal affairs.
D. 
Knowledge in the integration and coordination of department activities and all phases of municipal operations.
E. 
Ability to work effectively and harmoniously with members of the governing body and other municipal officials.
F. 
Ability to supervise municipal operations, including financial and personnel records and paperwork; the purchase, receipt, storing and issuing of equipment, materials and supplies; and the collection, analysis and interpretation of data as to collections, expenditures, budgets, stores and other operation procedures.
G. 
Ability to see that proper relations are established and maintained among the personnel of the various departments and with the general public.
H. 
Ability to utilize various types of electronic and/or manual equipment and information systems used by the municipality.
I. 
Ability to provide heads of departments and others with needed advice and assistance when difficult problems arise.
J. 
Ability to see that operational procedures are followed and that desired municipal objectives are achieved.
The salary of the Borough Administrator shall initially be established by resolution of the governing body and thereafter shall be established by the Annual Salary Ordinance.[1]

The Borough Administrator shall be appointed by Borough Council for a term of one year.
