The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of motor vehicles as set forth in N.J.S.A. 39:4-138 or any other New Jersey statute.

A. 
Upon the declaration of an emergency, there shall be no parking upon streets or section of streets where temporary "EMERGENCY NO PARKING" signs are displayed. The Mayor, Public Safety Director, Chief of Police or, in the absence of any of the above, the ranking police officer is authorized to declare an emergency and to direct the posting of "EMERGENCY NO PARKING" signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Whenever possible, notification that the "EMERGENCY NO PARKING" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of signs.
B. 
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
The effectiveness of this article is contingent on the proper signs being erected as required by law.

B. 
Any vehicle parked in a designated tow-away zone shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of that vehicle. The owner shall be responsible for the reasonable costs of removing the vehicle, together with the costs of storage resulting from such removal.

B. 
Waiver.
(1) 
However, upon proper request, the provisions of this section may be waived by the Director of Public Safety for the duration of special institutional events, weddings, funerals and the like,or during emergencies or in other extenuating circumstances making enforcement of parking restrictions unduly inconvenient to the motoring public. The waiver shall be limited in duration to the hours reasonably needed and in no event shall exceed 24 hours.
(2) 
A request for such a waiver shall be made in writing to the Director of Public Safety with a copy to the Borough Clerk stating the nature of the event for which the waiver is requested, the location of the affected area, and the time, place and estimated duration of the event.
(3) 
A waiver shall be implemented by covering the parking signs in the designated area in a manner authorized and directed by the Director of Public Safety.

Certain parking spaces in the Municipal Parking Lot are hereby designated as "2 Hours," "1 Hour," "30 Minute," "15 Minute," "Long Term" or "Reserved" as shown on the attached drawing of the parking lot to be kept on file in the office of the Borough Clerk. Appropriate signs advising of the time limitations shall be erected in the immediate area of the parking spaces affected by this section.
A. 
Between the hours of 8:00 a.m. and 6:00 p.m., prevailing time, except Sundays and holidays, no person shall park continuously for more than two consecutive hours in those spaces so designated in the Municipal Parking Lot.
B. 
Between the hours of 8:00 a.m. and 6:00 p.m., prevailing time, except Sundays and holidays, no person shall park continuously for more than one hour in those spaces so designated in the Municipal Parking Lot.
C. 
Between the hours of 8:00 a.m. and 6:00 p.m., prevailing time, except Sundays and holidays, no person shall park continuously for more than 30 minutes in those spaces so designated in the Municipal Parking Lot.
D. 
Between the hours of 8:00 a.m. and 6:00 p.m., prevailing time, except Sundays and holidays, no person shall park continuously for more than 15 minutes in those spaces so designated in the Municipal Parking Lot.
E. 
No person shall park continuously for more than 48 hours in the spaces designated "Long Term" or spaces not otherwise restricted in the Municipal Parking Lot.
F. 
No person shall park in those spaces designated as "Reserved for Library Volunteers" during the hours of operation of the library, unless a valid parking permit, issued by the library, is displayed.
G. 
No person shall park at any time in those spaces designated as "Reserved for Police" in the Municipal Parking Lot.
H. 
No person shall park in the driveways between the Municipal Parking Lot and North Main Street.
I. 
No person shall park in any location in the Municipal Parking Lot except between the lines of a space designated for parking as set forth above.

A. 
Whenever snow has fallen and the accumulation is such that it covers the street or roadway to a depth in excess of two inches, an emergency shall exist, and no vehicle shall be parked on any street or roadway or portion thereof. Such parking prohibitions shall remain in effect after the snow has ceased and until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic or impede the passage of ambulance, fire or other emergency vehicles.
B. 
During this period of parking prohibition, vehicles may park in any municipal parking yard, including that behind Borough Hall, except between the hours of 9:00 p.m. and 12:00 midnight as indicated in § 200-17.

C. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and menace to the safe and proper clearing and removal of snow and regulation of traffic. Any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

No person shall park in the municipal parking lot between the hours of 9:00 p.m. and 12:00 midnight when the lot is snow covered to a depth of two inches, to allow for snow removal by the Department of Public Works.

Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this article or any supplement thereto shall be liable for a penalty of not more than $200 or imprisonment for a term not exceeding 15 days, or both.
