No person, firm or corporation shall sell or offer for sale within the Village of Canton, New York, any fresh beef, fresh pork or fresh veal, unless the same shall have been inspected and approved by a United States Government Inspector and shall bear the stamp of the United States Government Inspection Service or be approved by the Commissioner of Agriculture and Markets of the State of New York and bears the appropriate inspection stamp.
No person, firm or corporation shall sell or offer for sale within the Village of Canton, New York, any processed beef or beef product, processed pork or pork product, or processed veal or veal product, unless the same shall have been inspected by a United States Government Inspector and shall bear the stamp of the United States Government Inspection Service. This provision shall not apply to quick-frozen products contained in a sealed package.
No trimmed or tubbed meat shall be sold or offered for sale within the Village of Canton unless the same is in a sealed container, bearing the stamp of the United States Government Inspection Service.
No person, firm or corporation shall sell, offer for sale or keep for sale, any fresh or processed meat in the Village of Canton unless the same has been slaughtered and inspected as provided in this chapter, nor keep, expose or offer for sale for food, nor keep the same for the purpose of food within the Village of Canton, any emaciated, tainted, putrid, decayed, decaying, unwholesome or diseased meat.
It shall be the duty of the Meat Inspector to inspect all meat markets, grocery stores, fruit stores or places offering for sale or serving any kind of meat, to inspect all factories, packing companies, locker plants or places of business manufacturing and/or processing meat for human consumption and to inspect all fixtures, iceboxes, refrigerators, containers and all other articles used in the storage or displaying of meat at said above-named places of business, it being the intent of this section that the Meat Inspector shall make such inspection for the purpose of maintaining sanitary and wholesome conditions in relation to the selling, processing or serving of meat. It shall be the duty of the Inspector, when he finds any unsanitary and unclean condition, to notify the owner or manager of such store, meat market, restaurant, packing house, locker plant or other place of business or place of storing, selling or serving of meats, in writing, and require him to remove and remedy said condition to the satisfaction of the Meat Inspector within a reasonable period to be stated in said written notice. If such owner fails to comply with such written order, he shall be guilty of a violation of this chapter.
A. 
The Board of Trustees of the Village of Canton, New York, shall prescribe and furnish forms for inspection, reports, etc., necessary for use by the Inspector, shall set up rules governing reports, and shall receive and check all reports of the Inspector. Said Board shall receive all complaints and adjust differences arising between the Inspector and those having property inspected.
B. 
The Inspector shall be appointed by the Board of Trustees at its pleasure and shall be a graduate veterinarian, licensed in the State of New York and shall be able to furnish evidence of having experience in the discharge of the duties involved.
The Meat Inspector is instructed and empowered to condemn and confiscate any and all fresh beef, fresh pork or fresh veal, or any processed beef or beef product, processed pork or pork product or processed veal or veal product, found in the markets of the Village of Canton or offered for sale in the stores, restaurants or other places, which does not bear the official stamp of the United States Government Inspection Service, without recompense to the owner of the same.
Any meat which shall be offered for sale or which shall be presented for inspection under this chapter and shall be found to be unfit for human food shall be seized by the Meat Inspector and destroyed without any recompense to the owner of the same.
Any violation of this chapter by a person, firm or corporation shall constitute disorderly conduct and shall be subject to a penalty, for each violation thereof, not exceeding $50 for any offense, and any person violating the same shall be a disorderly person.
