No rabbit hutch or place for the keeping of rabbits shall be constructed or maintained unless the person desiring to maintain the same shall first make application thereof, in writing, to the Board of Trustees and obtain an annual permit for which the fee shall be as set by the Board of Trustees by resolution of a majority vote of its members at a Board meeting.[1] Such permit shall expire on May 31 following the date of its issuance.

Before any annual permit is issued as provided in § 76-25 hereof, the person desiring to maintain such rabbit hutch or place for the keeping of rabbits shall file a statement accompanying the application which shall set forth the maximum number of rabbits to be maintained during the license period, and, upon the granting of such license or permit, such applicant shall be limited to the maintenance of the number of rabbits not exceeding the amount allowed in such permit. These provisions shall apply to all persons heretofore or hereafter maintaining a rabbit hutch or a place for the keeping of rabbits, and no such rabbit hutch or place for the keeping of rabbits shall hereafter be constructed or maintained without such permit.
All such rabbit hutches or places for the keeping of rabbits shall be kept in a clean and sanitary condition, and all rabbits shall at all times be confined within such hutch or place for the keeping thereof.
No person shall at any time have or maintain in such rabbit hutch or place for the keeping of rabbits more than 10 rabbits, and the maintenance of the amount exceeding 10 is hereby unlawful, except in such places within the business zones of the Village in which a rabbit hutch or place for the keeping of rabbits has been operated and continuously maintained for a period of one year prior to July 8, 1948.
