A. 
No person shall engage in the business of auctioneering in the village or conduct an auction or act as auctioneer therein without first obtaining a license therefor as hereinafter provided.
B. 
No person shall permit an auction in a premises owned or occupied or in a business operated by him/her unless such auction is conducted by a duly licensed auctioneer, except for auctions conducted by and on the premises of not-for-profit organizations.[1]

The Village Clerk-Treasurer is hereby authorized and empowered to issue the license required by the previous section, subject to the limitations provided in § 84-4, upon written application therefor and upon the payment of license fee as set by the Board of Trustees by resolution of a majority vote of its members present at a Board meeting.[1]

No license fee shall be required to be paid for a permit to conduct an auction directed to be held within the village by the order of any court of competent jurisdiction or for a permit to a church or charitable, fraternal or religious organization to conduct an auction, the proceeds of which are to be devoted solely to the purposes of such organization.
It shall not be lawful for any person to bring into the village any goods, wares or merchandise for the purpose of sale at public auction within said village, and the only goods, wares or merchandise which may be lawfully offered for sale at auction within said village shall be such as are a part of a stock-in-trade of any person theretofore doing business within said village. The sale at auction of any merchandise brought into the village for the specific purpose of sale at auction therein is expressly forbidden.
Any person violating any provision of this chapter shall be liable to a penalty set in accordance with Chapter 1, Article III, General Penalty.
