It shall be the duty of every owner or occupant of real property in the village owning or occupying property at an intersection of two or more streets to keep the hedges and other flowers or shrubs so trimmed, that the intersection may be kept clear and visible for motorists and that the said shrubs, flowers or vegetation shall not obstruct the view of approaching motorists, including the motorists traveling on intersecting streets.

It shall be the duty of the Commissioner of Public Works of the village to see that the provisions of this article are maintained and enforced and to serve notice, in writing, on any owner of real property who fails to provide with the provisions of this article or, if such owner cannot be found, service may be made on the occupant of the premises.
This notice shall contain a direction that such shrubs, trees or hedges shall be trimmed to meet the requirements of this section within five days after service of this notice.
