A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purposes of this chapter:
BOAT
Any vessel or craft designed or used to transport a person, persons or cargo on the surface of the water. The term includes sailboats, rowboats and motor-driven boats.

CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, General Election Day, Thanksgiving Day and the 25th of December.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
RECREATIONAL VEHICLE
Any portable structure which can be towed, hauled or driven and which is primarily designed as temporary living accommodations for recreational, camping and travel use, including but not limited to travel trailers, truck campers, camping trailers and self-propelled motor homes. The term also includes motor vehicles primarily designed for use in sporting events, races or contests of any kind.

The Village shall install and maintain traffic control devices when and as required under the provisions of this chapter to make effective the provisions of this chapter and may install and maintain such additional traffic control devices as it may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.
A. 
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VI of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
B. 
Regulations shall be adopted by the Board of Trustees in accordance with provisions of the Village Law and the Vehicle and Traffic Law or by an officer or agency authorized by the Board of Trustees to adopt regulations pursuant to § 1603 of the Vehicle and Traffic Law.
No person driving any motor vehicle, other vehicle, horse or other animal or riding upon any motorcycle or bicycle within the Village shall disobey any direction or signal given him by any policeman, traffic policeman or Village Inspector appointed by the Mayor of said Village, or any state or county officer engaged in the performance of his duty in the Village, in reference to stopping or starting the vehicle or animal which is driven or on which he is riding, or in reference to the rate of speed at which such vehicle or animal is proceeding, or in reference to the course to be followed by said vehicle or animal upon such streets, or any other direction or signal given by any policeman or Village Inspector, whether Village, county or state, in reference to the conduct of traffic upon any of the streets of said Village; and no person driving any motor vehicle, other vehicle, horse or other animal or riding upon any motorcycle or bicycle within the Village shall disobey any direction mark, signal or stop sign upon the highway, or given by colored lights at the intersection of any streets in said Village, it being understood that a green light shall be the signal to proceed and the red light shall be the signal to stop.
The system of pavement markings duly adopted for state highways are hereby adopted for all the roads, streets and public places of this Village. Such markings upon the roads, streets and public places of this Village, including public parking fields, shall have the same meaning, force and effect as provided by law for the same markings upon state highways.
A. 
Authority. The Board of Trustees of the Village from time to time may designate streets in which vehicles shall pass in one direction and shall cause the direction in which vehicles may proceed on such streets to be conspicuously marked with signs or signals to indicate the same, and the direction in which all vehicles shall so travel.
B. 
Obedience to signs required. It shall be the duty of all drivers of motor vehicles, wagons, motorcycles, bicycles or other vehicles to proceed in such streets and ways designated by the Board of Trustees of the Village as one-way streets as such signs and signals shall direct.
A. 
It shall be unlawful for any person operating or having charge of any noncommercial motor vehicle to use for through traffic purposes, or to park any pleasure vehicle thereon at any time whatsoever, the roadway to the immediate north and at the rear of buildings of the structures fronting on the north side of Central Avenue from Spruce Street to Washington Avenue.
B. 
Said roadway is hereby declared to be available for commercial vehicles only. It shall also be unlawful for any person in charge of any commercial vehicle to permit the same to remain parked upon said roadway other than for the purpose of making deliveries to or picking up from said commercial premises fronting on the north side of Central Avenue from said Spruce Street to Washington Avenue.

A. 
No person shall stand, stop or park a vehicle within 15 feet of either side of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency, unless a different distance is indicated by official signs, markings or parking meters.
B. 
No person shall stand, stop or park a vehicle within thirty feet upon the approach to any flashing signal, stop or yield sign or traffic-control signal located at the side of a roadway, unless a different distance is indicated by official signs, markings or parking meters.
C. 
No person shall stand, stop or park a vehicle within any area which shall be marked with appropriate "No Standing Anytime," "No Stopping Anytime," "No Stopping Here To Corner," "No Parking Anytime" or "Bus Stop" signs, which places were marked pursuant to a resolution of the Board of Trustees, or at any other place or point which obstructs wholly or in part the ingress to or egress from any driveway from the entrance and exit of vehicles, whether officially designated by the Village or the Police Department or whether it is a private driveway. It shall not be necessary, in order to secure a conviction for a violation of that part of this subsection relating to the obstruction of any driveway, that such driveway be authorized by law or permit to be maintained as such, but all that shall be required to be shown is that such driveway is generally used as a means of ingress and egress to and from the street.
D. 
No person shall park or leave standing any motor vehicle within any area which shall be marked with appropriate "Reserved Parking" or "For Official Use Only" signs unless such vehicle shall have displayed on its dashboard, sun visor or rear window a permit designating such parking. Said places shall be marked pursuant to a resolution of the Board of Trustees.
E. 
No person shall stop, park or leave standing any motor vehicle in any area designated as a place for handicapped parking unless the vehicle displays a special vehicle identification permit or bears a disabled person's or disabled veteran's registration entitling such motor vehicle to park in any public or private area of the Village designated as a place for parking for persons with disabilities. Such permit and/or registration shall be for use exclusively in a vehicle in which the person to whom it has been issued is being transported.

No person shall park or leave standing any automobile, wagon or other vehicle for longer than such time as may be indicated by suitable signs, which signs shall be conspicuously displayed upon the streets or places so designated.
No person shall park or leave standing any automobile, wagon or other vehicle upon any street, highway or parking lot except as indicated by appropriate directional markings thereon.
A. 
Except when necessary to avoid conflict with other traffic or when in compliance with law or the directions of a police officer or official control device, no person shall:
(1) 
Stop, stand or park a vehicle on the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street.
(2) 
Stop, stand or park a vehicle in the main travel portion of a street.
(3) 
Stop, stand or park a vehicle on a sidewalk.
(4) 
Stop, stand or park a vehicle on a crosswalk.[1]

(5) 
Except where angle parking is authorized, every vehicle stopped, standing, or parked wholly upon a two-way roadway shall be so stopped, standing, or parked with the right-hand wheels of such vehicle parallel to and within 12 inches of the right-hand curb or edge of the roadway.

(6) 
Except where angle parking is authorized, every vehicle stopped, standing, or parked wholly upon a one-way roadway shall be so stopped, standing, or parked parallel to the curb or edge of the roadway, in the direction of authorized traffic movement, with its right-hand wheels within 12 inches of the right-hand curb or edge of the roadway, or its left-hand wheels within 12 inches of the left-hand curb or edge of the roadway.

B. 
The provisions of Subsection A(1) above shall not apply to any commercial vehicle making deliveries of merchandise in the usual course of business within the general business district of the Village for a period not exceeding 20 minutes.

C. 
The provisions of Subsection A(1) and (2) above shall not apply to any vehicle while engaged in the loading or unloading of passengers.

It shall be unlawful for any person to park or leave standing at night any commercial vehicle or bus on any streets of the Village, or to park or leave standing at any time during the day or night on any property within any of the residential zones of the Village any commercial vehicle or bus for more than one hour, unless such bus or vehicle shall be placed in a garage and shall be kept completely under cover. However, this shall not prohibit any commercial vehicle from making deliveries of merchandise or providing service of any nature in the usual course of business.

A. 
The storage or parking or use of a recreational vehicle, boat or trailer by any person or persons, except as hereinafter provided, is hereby prohibited anywhere in the Village.
B. 
No more than one such recreational vehicle, boat or trailer may be stored or parked on a lot or parcel of property in the Village if for the personal recreational use of the occupant, and then only as follows:
(1) 
Within an enclosed building or garage; or
(2) 
In the rear or side yard of a lot so long as said recreational vehicle, boat or trailer is entirely situated at a distance equal to or greater than the minimum yard setback requirements for the principal building on a property and a minimum of five feet from the principal building; or
(3) 
In the rear or side yard of a lot at a distance less than the minimum yard setback requirement, provided that the recreational vehicle, boat or trailer is fully screened, not greater than 15 feet in height and no closer than five feet from the adjoining property line.
(4) 
A recreational vehicle may be stored or parked on a lot or parcel of property in the Village without regard to the above for the sole and express purpose of loading and unloading, for no more than a period of one hour.
(5) 
In the event that a person is unable to meet the yard and setback requirements of Subsection B(1) and (2), application may be made to the Zoning Board of Appeals for a variance from such requirements.
C. 
No stored or parked recreation vehicle, boat or trailer, as defined herein, shall be occupied for or used for habitation of any kind.
D. 
A temporary permit for the placing and use of a trailer on a lot may be issued by the Building Department in connection with any construction for which a building permit has been issued. Such permit shall be for a period of not more than six months, but may be renewed at the discretion of the Building Inspector if work on said construction is not completed but is progressing diligently.
It shall be unlawful for any person, operator or owner of a motor vehicle to which has been assigned or issued a commercial registration to park or permit or allow such vehicle to park or to be parked in, on or upon any parking field or any part or portion thereof owned, operated, maintained or controlled by the incorporated Village at any time during any part of the day or night, except when such vehicle is in the actual process of unloading or being loaded. At no time, however, shall any person, operator or owner park or permit or allow more than one such vehicle at a time to be parked or stand still as aforesaid for the purpose of being loaded or unloaded. Nothing herein contained is intended to or shall be in derogation or contravention of the provision of § 250-12 of this chapter.
A. 
It shall be unlawful for any person to park or leave standing any motor vehicle at any time in any area, street or portion of street or highway marked or reserved as a "loading zone" except a motor vehicle which legally bears and to which has been duly issued commercial registration license plates.
B. 
It shall be unlawful under this section for any person to park or leave standing any motor vehicle in a loading zone for a period exceeding 30 minutes.

No motor vehicles shall be operated, parked or left standing upon the public streets or public parking areas of the Village of Cedarhurst unless a current, valid certificate of inspection, as required by Article 5 of the Vehicle and Traffic Law of the State of New York, is displayed upon said vehicle, as determined by the Commission of Motor Vehicles of the State of New York.

No motor vehicle shall be operated or parked on the public highways, streets or parking fields of the incorporated Village of Cedarhurst unless a valid registration certificate is displayed upon the vehicle as required by Article 14 of the Vehicle and Traffic Law of the State of New York which is displayed upon said vehicle as determined by the Commissioner of Motor Vehicles of the State of New York.

Any person, firm, corporation, limited-liability company or entity violating any provisions of this chapter, shall for a first conviction, be punished by a fine not exceeding $150 or by imprisonment not exceeding 15 days, or by both such fine and imprisonment; for conviction of a second violation, both of which were committed within a period of 18 months, such person shall be punished by a fine not exceeding $200 or by imprisonment not exceeding 45 days, or by both such fine and imprisonment; upon a conviction of third or subsequent violation, all of which were committed within a period of eighteen months, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or both such fine and imprisonment.
