The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule X (§ 250-64), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XI (§ 250-65), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 250-66), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIII (§ 250-67) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XIV (§ 250-68) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XV (§ 250-69) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
A. 
No person shall park a vehicle for longer than the time limit shown in Schedule XVI (§ 250-70) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
B. 
Notwithstanding anything in the foregoing to the contrary, where a parking meter is in operation on any street or part of a street on which parking of vehicles is limited to two hours, and where such parking meter is equipped to allow for a ten-minute grace period, parking of vehicles shall be limited to two hours and ten minutes for any vehicle parked at such parking meter, subject to the fulfillment of the requirements of § 250-47 with respect to the operation of such parking meter.
A. 
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVII (§ 250-71), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
B. 
Except where angle parking is authorized, every vehicle stopped, standing, or parked partly upon a roadway shall be so stopped, standing, or parked parallel to the curb or edge of the roadway. On a one-way roadway such vehicle is prohibited from facing in any direction other than the direction of authorized traffic movement; on a two-way roadway such vehicle is prohibited from facing in any direction other than the direction of authorized traffic movement on that portion of the roadway on which the vehicle rests.

The locations described in Schedule XVIII (§ 250-72), attached to and made a part of this chapter, are hereby designated as taxi stands.
A. 
The locations described in Schedule XIX (§ 250-73), attached to and made a part of this chapter, are hereby designated as bus stops.
B. 
No person shall cause or permit the engine of a bus, as defined in the New York State Vehicle and Traffic Law, to idle for more than three minutes while parking, standing or stopping, when the ambient temperature is in excess of 40° F. except while passengers are on board or while boarding or discharging passengers.
C. 
It shall be unlawful for any person, operator and/or owner of a bus to park or allow such bus to park or be parked in, on or upon any parking area or any part or portion thereof owned, operated, maintained and/or controlled by the Village of Cedarhurst at any time during any part of the day or night, except when such bus is in the actual process of unloading or being unloaded. At no time, however, shall any person, operator or owner park or permit or allow more than one bus at a time to be parked or stand still as aforesaid, for the purpose of being loaded or unloaded, except as may be permitted in designated areas.
D. 
Anything to the contrary in this section notwithstanding, it shall be unlawful for any person, operator or owner of a bus, or anyone who hires any person, operator or owner of a bus of any kind, to permit or allow such vehicle to enter in, stop, stand or park on or upon any parking field or any part or portion thereof owned, operated, maintained or controlled by the incorporated Village of Cedarhurst.

E. 
Except for duly licensed school buses engaged in the discharge or waiting for or engaged in the boarding of students while attending New York State certified schools, or buses engaged in providing public transportation at bus stops as set forth in § 250-73 of this chapter, it shall be unlawful for any person, operator or owner of a bus, or anyone who hires any person, operator or owner of a bus of any kind, to permit or allow such vehicle to park, stand or stop in, on or upon Central Avenue.

F. 
Anything to the contrary in this Code notwithstanding, each violation of Subsection D of this section shall be punishable by a fine of but not less than $500 for a first offense, not less than $1,000 for a second offense and not less than $1,500 for a third offense, where such second and third offenses are committed within 18 months of the first offense.

When official signs have been posted prohibiting, restricting or limiting the stopping, standing or parking of vehicles on any roadway in the Village, no person shall stop, stand or park any vehicle in violation of the restrictions stated on such signs.
A. 
Whenever road conditions in the Village of Cedarhurst shall become hazardous or such that free movement of fire, health, police, emergency or other vehicular traffic may be impeded by reason of snow, freezing rain, sleet, ice, water, debris, fire or other natural or artificial causes, the Mayor or, in his or her absence, the Deputy Mayor of the Village of Cedarhurst or such other person designated by the Mayor may and is hereby authorized to declare the existence of an emergency.
B. 
Notice of emergency.
(1) 
The declaration of an emergency as aforesaid may be conveyed to the public by radio or newspaper; announcement by one radio station or one daily newspaper sold locally. Notice may also be transmitted to the general public by distribution of notices, leaflets, handbills or other written or printed notices distributed to the general public or affixed to the automobiles parked on the streets within the Village of Cedarhurst. Notice shall also be given by sounding the fire whistles and horns as follows:
(a) 
For declaration of emergency: six blasts.
(b) 
For termination of emergency: eight blasts.
(2) 
Notice when given as aforesaid shall constitute due and proper notice; however, if the emergency is obvious, such as fire, unusually heavy snowfall or other visible causes, which to a reasonably prudent person would indicate the presence of an emergency, no additional notice shall be required.
C. 
The emergency so declared shall be deemed to continue for a period of 72 hours unless terminated earlier by the person designated in Subsection A of this section.
D. 
It is ordered and directed that the streets or parts of streets described in Schedule XX (§ 250-74), attached to and made a part of this chapter, are hereby designated as emergency no-parking zones, and signs shall be posted on said streets or parts of streets. In addition, all municipal parking lots are also designated emergency no-parking zones, and signs shall be posted in said lots.
E. 
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and the Commissioner of Public Works and/or any police officer may provide for the removal of such vehicle as provided in Article IV of this chapter.
F. 
The provisions of this section shall not apply to physicians on emergency call, authorized emergency vehicles as defined in the New York State Vehicle and Traffic Law, and/or snow-control vehicles.
It shall be prohibited to park a vehicle of any kind on property owned by the Village of Cedarhurst not specified for parking pursuant to § 1640, Subdivision 16, of the Vehicle and Traffic Law of the State of New York.
