As soon as an assessment roll for a local improvement is completed,
the City Clerk shall publish a notice thereof once in the official newspaper,
which notice shall state that such assessment roll has been completed and
that the same will be presented to the City Council at a regular meeting thereof
to be held at the Council Chambers in the City Hall upon a day at an hour
therein stated.
