[HISTORY: Adopted by the City Council of the City of Watertown 2-14-1994 as L.L. No. 1-1994. Amendments noted where applicable.]
The City Council of the City of Watertown, New York, is hereby authorized to prepare and submit, as the primary applicant, a joint application with the Town of Watertown, New York, for designation of an area or areas as an Economic Development Zone.
A. 
The boundaries of the Economic Development Zone, being made up of three (3) subzones, are as follows.[1]

B. 
The above descriptions of the three (3) subzones are intended to describe the complete Economic Development Zone shown on the map entitled "Economic Development Zone — Watertown, NY," attached to and made part of this chapter and filed in the City Clerk's office.
The local official who shall be responsible for the certification of eligible businesses within the Economic Development Zone shall be the City Comptroller of the City of Watertown, New York.
The members of the local Zone Administrative Board will be appointed by the City Council. The Board will be comprised of at least nine (9) people consisting of the following:
A. 
A city official to act as Chairman.
B. 
A town representative recommended by the Town Board.
C. 
A local business owner from within the zone.
D. 
A union representative, preferably one that has members working within the zone.
E. 
A leader of a community-based human resource organization that operates within the zone.
F. 
A leader of a financial institution.
G. 
A leader of a local educational institution.
H. 
A resident of the zone or eligible census tracts.
I. 
An at-large member.
