The signature and payment of city warrants beneath one thousand dollars
($1,000.) without the requirement of the signature of the City Manager is
hereby authorized except in those cases in which the invoices submitted are
in excess of one thousand dollars ($1,000.) and for capital projects or for
consulting services contracted for by the City of Watertown.
