The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
A.
Watertown Municipal Building. No person shall park
any vehicle upon property owned by the City of Watertown located at
the Watertown Municipal Building Parking Lot except an employee or
official of the city government or a person while on business or visiting
the offices of the city government at the Watertown Municipal Building.
Overnight parking on this lot is prohibited except by employees of
the city government during their work hours.
B.
Schools. No person shall park, stop or cause the standing of any motor vehicle at or near the curbline or in the roadway of that side of any street which adjoins property upon which a school is located, from 7:00 a.m. to 4:30 p.m. on a school day. The parking, stopping and standing of motor vehicles shall be defined by Section 2B.39 of the New York State Supplement to the National Manual on Uniform Traffic Control Devices (2009 Edition as amended). This shall not, however, prohibit passenger loading and unloading within the passenger loading/unloading zones set forth in §293-76. This provision shall not apply to any street that adjoins the Watertown City School District, Washington Street Campus, or the entire length of Knickerbocker Drive.

C.
All-night seasonal parking restrictions. No person
shall park any vehicle upon any street in the City of Watertown between
the hours of 2:00 a.m. and 6:00 a.m. between November 1 through April
30, except physicians on emergency calls. No person shall park any
vehicle in a prohibited zone at any time of the year.

D.
Parking prohibited at margins. No person shall park
any vehicle within or upon any margin at any time.

E.
Prohibited parking of commercial vehicles. No motor
truck or commercial vehicle shall be left parked or standing unattended
in or upon any street in a residential zone, as defined by the Zoning
Ordinance of the City of Watertown[2] as Residential A, B or C, during the following hours:
2:00 a.m. and 6:00 a.m. daily.

Parking is prohibited in on-street and off-street
parking spaces designated by proper signing as handicapped parking
spaces,[1] except by vehicles registered pursuant to § 1203-a
of the New York Vehicle and Traffic Law.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§ 293-61), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 293-62), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 293-63), attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in Schedule XVI (§ 293-64) of any day, unless otherwise indicated, upon any of the streets or parts of streets, or public parking lots, described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVII (§ 293-65) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVIII (§ 293-66) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.

No person shall park a vehicle for longer than the restricted time limit shown in Schedule XIX (§ 293-67) at any time between the hours listed in said Schedule XIX of any day, unless otherwise indicated, upon any of the streets or parts of streets or public parking lots described in said Schedule XIX, attached to and made a part of this chapter. In addition to the time-restricted areas contained in § 293-67, certain areas of the City are limited to two-hour parking or thirty-minute parking. These areas are defined in Article IV, § 293-37, Two-hour parking zones, and § 293-37.1, Thirty-minute parking zones.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XXII (§ 293-70), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXIII (§ 293-71), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXIV (§ 293-72), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXV (§ 293-73), attached to and made a part of this chapter, are hereby designated as bus stops.
