[HISTORY: Adopted by the Board of Commissioners of the Township of Hatfield 8-28-1986 by Ord. No. 218.2 (Ch. 11, Part 1, of the 1994 Code). Amendments noted where applicable.]
It shall be the responsibility and duty of all owners of real estate and their duly authorized real estate agents as well as every subsequent purchaser, devisee, person, association, estate, corporation or other entity acquiring title in any manner whatsoever to any real property in Hatfield Township to furnish information as hereinafter set forth to the Secretary and Census Coordinator of Hatfield Township. Said information shall be entered on forms (hereinafter called "census forms") established by the Township Secretary for that purpose which shall be made available at the Hatfield Township municipal building during established business hours. Completed forms and any other pertinent correspondence pertaining to residence status shall be delivered to that location to the attention of the Township Secretary. Forms may be completed by tenants of real estate not wholly occupied by the real estate owner but such forms must be cosigned by the real estate owners or their duly authorized real estate agents.
The information required to be furnished shall be given on the form as set forth in § 104-1 above and shall include the following for each parcel of real estate in Hatfield Township and, in the case of parcels having more than one dwelling unit located on said real estate:
A. 
The physical address of the real estate or dwelling unit thereon, including the name of the apartment or mobile home park complex, the building designation and apartment designation, as applicable.
B. 
The full names of any and all persons living, occupying, or dwelling in or upon the real estate or dwelling unit thereon.
C. 
The exact mailing address of such persons if different than the physical address.
D. 
The date of birth of such persons.
E. 
The employer of or school attended by such person including occupation and/or grade level.
F. 
The social security number of such persons.
G. 
The date of residence or nonresidency of such person moving into or out of Hatfield Township, which shall include changes due to births and deaths.
H. 
Such other information as the Township Secretary deems necessary to the conduct of Township business.
Owners of real estate and their duly authorized real estate agents shall be required to accomplish complete and accurate filings in accordance with the following circumstances and dates:
A. 
In the case of an individual becoming a new resident by occupying or living in a dwelling unit upon real estate of property owned by others, for whatever reason, including but not limited to birth, moving in, or otherwise, a census form shall be filed within 15 days after the person becomes a resident.
B. 
In the case of any change in the information required under § 104-2 of this chapter, a census form shall be filed within 15 days, including, but not limited to, by reason of moving out, death, change of employment, change of ownership, or real estate agency, or otherwise.
C. 
In the case of real estate which is not occupied by the owner or upon which more than one dwelling unit is located, a complete, up-to-date, typed listing including the complete names of all residents and their mailing addresses shall be filed on December 1 and July 1 of each year. A list of any subsequent changes of the aforesaid lists shall be filed on December 20 and July 20 of the same year. In the case of apartment complexes containing more than 10 dwelling units, the name of the complex, apartment number, and buildings will be considered sufficient for address purposes unless the mailing address of the occupant is different therefrom.
D. 
The Township Secretary or designee of that person may require the filing of an up-to-date census form by notification to the real estate owners or their duly authorized real estate agents which shall be accomplished within 15 days of said notification.

Any person who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs, and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this chapter continues shall constitute a separate offense.
