General subdivision and land development information shall describe or outline the existing conditions of the site and the proposed development as necessary to supplement the drawings required below. This information may include data on existing covenants, land characteristics and available community facilities and utilities; and information describing the subdivision proposal such as number of residential lots, typical lot width and depth, price range, business areas, playgrounds, park areas and other public areas, protective covenants and proposed utilities and street improvements.
The sketch plan shall show in simple sketch form the proposed layout of streets, lots and other features in relation to existing conditions. The sketch plan shall include the data listed below or such of this data as the Planning Commission determines is necessary for its consideration of the proposed sketch plan. A subdivision sketch plan shall be submitted by the subdivider as a basis for the preapplication study with the Planning Commission as required under § 250-8. Data furnished in a sketch plan shall include the following information:
A. 
Name of subdivision or land development.
B. 
Name and address of the owner/applicant.
C. 
Name and address of registered engineer or surveyor.
D. 
Tract boundaries and adjacent property owners.
E. 
North point.
F. 
Location map. The location map shall show the relationship of the proposed subdivision to existing community facilities which serve or influence it. It shall include the development name and location; main traffic arteries; public transportation lines; shopping centers; elementary and high schools; park and playgrounds, principal places of employment, other community features such as railroad stations, airports, hospitals and churches, title; graphic scale, North arrow and date.
G. 
Streets on and adjacent to the tract, widths of rights-of-ways, cartways and sidewalks.
H. 
Significant topographical and physical features within 400 feet of tract boundaries.
I. 
Proposed general street layout, widths and radii of center lines.
J. 
Proposed general lot layout, setbacks and approximate areas.
K. 
Contours: basis for topography; vertical datum basis.
L. 
Conceptual landscape plan.
A. 
Application requirements.
(1) 
Applications for the subdivision or development of land shall be made on a standard application form furnished by the Township.
(2) 
In order that the Township may comply with the approval time requirements of the Pennsylvania Municipalities Planning Code,[1] applications will be received until the Friday preceding the regularly scheduled Planning Commission meeting of each month and at no other time.

(3) 
The application must be accompanied by the application fee, engineering escrow fee, legal escrow fee and the project drawings and supporting data. The applicant may refer to the checklist of subdivision and land development submission requirements furnished by the Township. Rejection of application and plans due to incomplete submission shall not be considered as approval upon compliance of violation. Complete project information must be available and submitted for evaluation and approval.
(4) 
Application drawings, if not final drawings, shall show sufficient detail to enable the Township to make an intelligent evaluation.
(5) 
The applicant shall have firmly established, by at least written preliminary approval of the County Health Department, the means of handling of sanitary sewerage.
(6) 
The applicant shall have firmly established by at least written preliminary approval of the Pennsylvania Department of Transportation and the Pennsylvania Department of Environmental Protection of encroachments on waterways draining an area 1/2 square mile or larger, and other similar county or state agencies which may have jurisdiction over any phase of the project.
(7) 
If the subdivision or land development is to be carried out in phases, the application and Township approval will be for only each phase and not for the entire project, although a preliminary plan of the entire project will be required in order to evaluate the application for each section. An overall phasing plan shall be submitted and approved prior to the approval of the first phase. The preliminary plan shall show or be accompanied by the following information.
B. 
Drafting standards.
(1) 
The plan shall be drawn at a scale appropriate to the size of the site and approved by the Township Engineer. A plan scale of one inch equals 100 feet may only be utilized as a master lot layout plan.
(2) 
Dimensions shall be set in feet and decimal parts thereof, and bearings in degrees, minutes and seconds.
(3) 
Each street shall be labeled and shall show its relationship to the total number of streets.
(4) 
Where any revision is made, or when the plan is a revision of a previously approved plan, dotted lines shall be used to show features or locations to be abandoned and solid lines to show the currently proposed features.
(5) 
The plan shall be so prepared and bear an adequate legend to indicate clearly which features are existing and which are proposed.
(6) 
The boundary line of the subdivision shall be shown as a solid heavy line. All metes and bounds shall be clockwise on the perimeter thereof and shall correspond to the deed.
C. 
General information to be shown.
(1) 
Name of subdivision or land development.
(2) 
Name and address of the owner/applicant.
(3) 
Name and address of the registered engineer, surveyor responsible for the plan.
(4) 
Type of water supply and sewage disposal facilities proposed, i.e., on-lot or public. If public, name of supplying agency.
(5) 
Zoning requirements, including applicable district, lot size, and yard requirements, and proof of any variances or special exceptions which may have been granted.
(6) 
Location map. The location map shall show the relationship of the proposed subdivision to existing community facilities which serve or influence it. It shall include the development name and location; main traffic arteries; public transportation lines; shopping centers; elementary and high schools; park and playgrounds, principal places of employment, other community features such as railroad stations, airports, hospitals and churches.
(7) 
Total acreage of the tract, gross and net.
(8) 
Date, North point and scale.
(9) 
Montgomery County Planning Commission file number and recording seal block two inches high, 3 1/2 inches wide.
D. 
Existing features.
(1) 
Complete outline survey to be subdivided or developed shall be provided, showing all courses, distances and area, and dimensional tie-ins to all adjacent intersections.
(2) 
The locations, names and widths of streets, the location of property lines and names of owners, the location of watercourses, floodplains as defined by Article XXII of the Hatfield Township Zoning Ordinance,[2] sanitary sewers, storm drains, all topographic and elevation features within 100 feet of any part of land to be subdivided or developed must be shown when necessary, as determined by the Township Engineer. Any additional features, locations or information as required by the Board of Commissioners at a distance in excess of 100 feet from the property line will be provided by the developer or the developer's engineer upon request by the Board of Commissioners.

(3) 
Location of existing survey monumentation, iron pins, fence lines, witness stakes, corner stones, concrete monuments or corner pipes.
(4) 
Locations, size, and ownership of all underground utilities, and any right-of-way or easements within or adjacent to the property.
(5) 
Contours at vertical intervals of one foot based upon the Hatfield Township Sewer Authority datum or NGVD (National Geodetic Vertical Datum).
(6) 
Location and character of existing buildings, species and size of large trees standing alone, the outline of all wooded quarries, marshy areas, and areas subject to inundation.
(7) 
Test borings shall be conducted at suitable locations within site to determine thickness of topsoil, presence of unsuitable fill, depth to rock and depth to refusal. Copies of the boring location shall be provided to Township Engineer for review. Boring locations shall be added to the plans.
E. 
Proposed layout.
(1) 
The plan shall be drawn at a scale of one inch equals 40 feet or one inch equals 20 feet. Any different plan scale requirements shall be preapproved by the Township Engineer.
(2) 
The layout, approximate dimensions and areas of lots.
(3) 
The arrangement of buildings and parking areas in commercial and multifamily developments with all necessary dimensions noted on the plan.
(4) 
Plans shall be provided:
(a) 
Depicting existing contours and the proposed elevations of the corners of the lots, elevations of all key points on the lots and for the dwelling floor elevations.
(b) 
Incorporating all existing drainage facilities and proposed facilities. This plan shall also include all methods of treating surface drainage within and adjacent to the land to be subdivided or developed. Hydraulic computations and design data for swale design, pipe sizes, inlet locations, culverts and bridges to be included with a drainage plan.
(c) 
Indicating the erosion and sediment control during and after the construction period. The plan will be reviewed by the Township Engineer and the Montgomery County Conservation District for conformance to erosion and sediment control requirements. If required by the Pennsylvania Department of Environmental Protection, the plan and additional requirements must be submitted to it for review, approval, and issuance of permit.
(d) 
Description of an ownership and maintenance program, in a recordable form, that clearly sets forth the ownership and maintenance responsibility for all temporary and permanent stormwater management facilities, including the following:
[1] 
Description of the method and extent of the maintenance requirements.
[2] 
When maintained by a private entity, identification of a responsible individual, corporation or other entity for ownership and maintenance. Deed covenants and restrictions must be submitted to provide for maintenance by this entity.
[3] 
When maintained by a private entity, a copy of the legally binding document which provides that Hatfield Township shall have the right to:
[a] 
Inspect the facilities at any time.
[b] 
Require the private entity to take corrective measures and assign the private entity reasonable time periods for any necessary action.
[c] 
Authorize maintenance to be done and lien the cost of the work against the properties of the private entity responsible for maintenance.
[4] 
Where the stormwater management plan proposes that Hatfield Township own or maintain the facilities, a description of the methods, the procedures and the extent to which any facilities shall be turned over to Hatfield Township.
[5] 
Financial security for the completion of stormwater management facilities as set forth in § 250-61 of this chapter.
[6] 
Maintenance guarantee, as set forth in § 250-61 of this chapter.
[7] 
When a stormwater management plan is submitted in sections, a generalized stormwater management plan for the entire project site shall be submitted in addition to the detailed stormwater management plan for the proposed section. This generalized plan shall demonstrate how the stormwater of the proposed section will relate to the entire development; if temporary facilities are required for construction of a section, such facilities shall be included in the submitted stormwater management plan.
(5) 
Tentative typical cross sections and center-line profiles shall be provided for each proposed street shown on the preliminary plan. These plans may be submitted as separate sheets.
(6) 
Lots for which other than a residential use is intended shall be indicated.
(7) 
A landscaping plan shall be prepared by a registered Pennsylvania landscape architect (separate sheet) showing:
(a) 
Existing and proposed grades for the entire site.
(b) 
Existing vegetation, including:
[1] 
Trunk locations for trees eight-inch-caliper dbh or greater.
[2] 
Tree calipers for trees eight-inch-caliper dbh or greater.
(c) 
Existing vegetation to be preserved, including:
[1] 
Trunk locations.
[2] 
Dripline locations.
[3] 
Tree protection zones.
[4] 
Locations and construction details of proposed retaining walls.
[5] 
Any special soil and fill mediums, if applicable.
(d) 
A proposed planting plan and schedule indicating the locations, species and sizes of planting as required by this chapter and showing locations, species and size of all existing trees, 12 inches or more in diameter at breast height, to be removed or relocated.
(8) 
For subdivisions, the total area, number of lots, lot area for each lot, and length of proposed streets shall be noted on the plan and each lot numbered.
(9) 
Building setback lines, as established by the Township Zoning Ordinance.[3]

(10) 
Rights-of-way and/or easements proposed to be created for all drainage purposes, utilities or other reasons.
(11) 
Where the preliminary plan covers only a part of the applicant's entire holding, a plan shall be submitted of the prospective street and lot layout for the remainder.
(12) 
When connection to public water or sewer facilities is proposed, assurance of the availability of such service must be presented to the Commission before approval of the preliminary plan. This assurance may be in the form of a letter or a statement on the final plan, signed by a corporate officer of the company or authority concerned, indicating their capacity and willingness to make such service available.
(13) 
When on-lot sewage disposal facilities are proposed, satisfactory reports from the Township Engineer as required, Pennsylvania Department of Environmental Protection and Montgomery County Health Department must be received before approval of the final plan.
(14) 
Surveyor's certification as to the survey, lot and tract closure, monumentation and date of survey.
(15) 
The Board of Commissioners may require other certificates, affidavits or endorsements as deemed necessary to properly enforce these regulations. (See appendix.)[4]

The final plan shall show or be accompanied by the following information:

For multifamily developments, the total area, total dwelling units, number of buildings, proposed density, total parking spaces, building coverage and the bedroom ratio shall be on the plan.
(e) 
Plans shall be provided:
[1] 
Depicting existing contours and the proposed elevations of the corners of the lots, elevations of key points on the lot for the dwelling floor elevations.
[2] 
Incorporating all existing drainage facilities and proposed facilities. This plan shall also include all methods of treating surface drainage within and adjacent to the land to be subdivided or developed. Hydraulic computations and design data for swale design, pipe sizes, inlet locations, culverts and bridges to be included with the drainage plan.
[3] 
Indicating the erosion and sediment control during and after the construction period to be required. The plan will be reviewed by the Township Engineer and the Montgomery County Soil and Water Conservation District for conformance to erosion and sediment control requirements. Trunk locations for trees eight-inch-caliper dbh or greater.
[b] 
Tree calipers for trees eight-inch-caliper dbh or greater.
[3] 
Existing vegetation to be preserved, including:
[a] 
Trunk locations.
[b] 
Dripline locations.
[c] 
Tree protection zones.
[d] 
Locations and construction details of proposed retaining walls.
[e] 
Any special soil and fill mediums, if applicable.
[4] 
A proposed planting schedule and plan indicating the locations, species and sizes of planting as required by this chapter and showing location, species and size of all trees, 12 inches or more in diameter at breast height, to be removed or relocated.
(i) 
A satisfactory Montgomery County Health Department feasibility report for all proposed lots having private on-site sewage facilities.
(j) 
For all subdivisions, the total area, number of lots, lot area for each lot; length of proposed streets shall be noted on the plan and each lot numbered.
(k) 
Building setback lines, established by zoning and other ordinances.
(l) 
Rights-of-way and/or easements proposed to be created for all drainage purposes, utilities or other reasons.
(7)

Beginning and end of proposed construction.
(d) 
Tie-ins by courses and distances to intersections of all public roads, with their names and widths of right-of-way and cartway.
(e) 
Location of all survey monuments with references to them.
(f) 
Property lines and ownership of abutting properties, including name(s) of owners, address(es), and deed book page and parcel number.
(g) 
Location and size of all drainage structures, sidewalks, public utilities, lighting standards, and street name signs.
(3) 
Horizontal plan (storm drains and sanitary sewers).
(a) 
Location and size of line with stations at junctions, manholes, inlets corresponding to the profile.
(b) 
Location and offset of manholes or inlets with grade between elevations of flow line and top of each manhole and inlet.
(c) 
Property lines and ownership, with details of easements and/or rights-of-way where required.
(d) 
Beginning and end of proposed construction.
(e) 
Location of sanitary sewer laterals.
(f) 
Location of all other drainage facilities and public utilities in the vicinity of storm and/or sanitary sewer line.
(g) 
Hydraulic design data for culverts and/or bridge structures.
(4) 
Profile (streets).
(a) 
Profile of existing ground surface along center line and right-of-way lines of streets.
(b) 
Proposed center-line grade with percent on tangents and elevation at twenty-five-foot intervals, grade at intersections and either end of curb radii.
(c) 
Vertical curve data, including length, elevations and minimum sight distances as required by the Engineer.
(5) 
Cross section (streets).
(a) 
Right-of-way width and location and width of paving.
(b) 
Type, thickness and crown of paving.
(c) 
Type and size of curb.
(d) 
Grading of sidewalk area.
(e) 
Location, width, type and thickness of sidewalks.
(f) 
Typical location of sewers and utilities with sizes.
(6) 
Profile (storm drains and sanitary sewers).
(a) 
Profile of existing ground surface with elevations at top of manholes or inlets.
(b) 
Profile of storm drain or sewer showing type and size of pipe, grade, cradle, manhole, and inlet locations, and invert elevations in and out of manholes or inlets.
(c) 
Elevations and separation between other utility crossings.
The minor subdivision plan shall show or be accompanied by the following information:
A. 
Plan scales.
(1) 
The plan shall be drawn at a scale of one inch equals 40 feet, one inch equals 30 feet or one inch equals 20 feet. Any variations from this scale requirement shall be preapproved by the Township Engineer.
(2) 
Dimensions shall be in feet and decimal parts thereof, and bearings in degrees, minutes and seconds.
B. 
General information to be shown.
(1) 
Name of subdivision.
(2) 
Name, address and telephone number of owner/applicant.
(3) 
Name and address of the engineer, surveyor or architect responsible for the plan.
(4) 
Zoning classification and requirements.
(5) 
Date, North point and scale.
(6) 
A location map for the purpose of locating the site at a scale of not less than 600 feet to the inch.
(7) 
Montgomery County Planning Commission file number and recording seal block two inches high, 3 1/2 inches wide.
C. 
Existing features.
(1) 
Complete outline survey of the property to be subdivided, showing all courses, distances, and area, and tie-ins to all adjacent street intersections.
(2) 
The location, names, widths of streets, location of property lines and the names of adjacent owners, location of watercourses and floodplains as defined by Article XXII of the Hatfield Township Zoning Ordinance,[1] sanitary sewers, storm drainage, easements or rights-of-way and contours of a one-foot vertical elevation basis and any similar features within 100 feet of any part of the land to be subdivided or developed must be shown when necessary, as determined by the Township Engineer. Any additional features, locations or information as required by the Board of Commissioners at a distance in excess of 100 feet from the property line will be provided by the developer or the developer's engineer upon request by the Board of Commissioners.

Acknowledgments. Acknowledgments shall be provided as required to record the plan in accordance with the appendix of this chapter.[2]

The site plan shall show or be accompanied by the following information:
A. 
Drafting standards.
(1) 
The plan shall be drawn at a scale of one inch equals 40 feet, one inch equals 30 feet or one inch equals 20 feet. Any different plan scale requirements shall be approved by the Township Engineer.
(2) 
Dimensions shall be set in feet and decimal parts thereof, and bearings in degrees, minutes, and seconds.
(3) 
Each sheet shall be numbered and shall show its relationship to the total number of sheets.
(4) 
Where any revision is made, or when the plan is a revision of a previously approved plan, dotted lines shall be used to show features or locations to be abandoned and solid lines to show the currently proposed features.
(5) 
The boundary line of the subdivision or land development shall be shown as a solid heavy line.
(6) 
Site plans shall be on sheets 24 inches by 36 inches, and all letters shall be so drawn to be legible if the plans should be reduced to half size.
B. 
General information to be shown.
(1) 
Name of subdivision or land development.
(2) 
Name, address and telephone number of the owner/applicant.
(3) 
Name and address of registered engineer, surveyor or architect responsible for the plan.
(4) 
Type of water supply and sewage disposal facilities proposed, i.e., on-lot or public. If public, name of supplying agency.
(5) 
Zoning requirements, including applicable district, lot size and yard requirements, and proof of any variances or special exceptions which may have been granted.
(6) 
Location map. The location map shall show the relationship of the proposed subdivision to existing community facilities which serve or influence it. It shall include the development name and location; main traffic arteries; public transportation lines; shopping centers; elementary and high schools; park and playgrounds, principal places of employment, other community features such as railroad stations, airports, hospitals and churches, title; graphic scale, North arrow and date.
(7) 
Total acreage of the tract, gross and net.
(8) 
Date, North point and scale.
(9) 
Montgomery County Planning Commission file number and recording seal two inches high, 3 1/2 inches wide.
C. 
Existing features.
(1) 
Complete outline survey of the property to be subdivided or developed shall be provided, showing all courses, distances and areas, and tie-ins to all adjacent intersections.
(2) 
The location, names, widths of streets, location of property lines and the names of adjacent owners, location of watercourses and floodplains as defined by Article XXII of the Hatfield Township Zoning Ordinance,[1] sanitary sewers, storm drains, easements or rights-of-way, and contours on a one-foot vertical elevation basis and any similar features within 100 feet of any part of the land to be subdivided or developed must be shown when necessary, as determined by the Township Engineer. Any additional features, locations or information as required by the Board of Commissioners at a distance in excess of 100 feet from the property line will be provided by the developer or the developer's engineer upon request by the Board of Commissioners.

(3) 
Location of existing survey monumentation.
(4) 
Location, size and ownership of all underground utilities, and any rights-of-way or easements within the property.
(5) 
Contours at vertical intervals of one foot based upon Hatfield Township Municipal Authority or National Geodetic Vertical Datum.
(6) 
The layout of streets, including width of the streets, alleys and crosswalks.
(7) 
The layout and dimensions of lots showing all courses, distances and areas. Test borings shall be conducted at suitable locations within site to determine thickness of topsoil, presence of unsuitable fill, depth to rock and depth to refusal. Copies of the boring location shall be provided to the Township Engineer for review. Boring locations shall be added to the plans.
(8) 
The arrangement of buildings and parking areas in commercial and multifamily developments with all necessary dimensions noted on the plan.
(9) 
For multifamily developments, the total area, total dwelling units, number of buildings, proposed density, total parking spaces, building coverage and the bedroom ratio shall be on the plan.
(10) 
Plans. A plan or plans shall be provided:
(a) 
Depicting existing contours and the proposed elevations of the corners of the lots, elevations of key points on the lots and for the dwelling floor elevations.
(b) 
Incorporating all existing drainage facilities and proposed facilities. This plan shall also include all methods of treating surface drainage within and adjacent to the land to be subdivided or developed. Hydraulic computations and design data for swale design, pipe sizes, inlet locations, culverts and bridges to be included with the drainage plan.
(c) 
Indicating the erosion and sediment control during and after the construction period to be required. The plan will be reviewed by the Township Engineer and the Montgomery County Soil and Water Conservation District for conformance to erosion and sediment control requirements. If required by the Pennsylvania Department of Environmental Protection, the plan and additional requirements must be submitted to them for review, approval and issuance of permit.
(d) 
Description of an ownership and maintenance program, in a recordable form, that clearly sets forth the ownership and maintenance responsibility for all temporary and permanent stormwater management facilities, including the following:
[1] 
Description of the method and extent of the maintenance requirements.
[2] 
When maintained by a private entity, identification of a responsible individual, corporation or other entity ownership and maintenance. Deed covenants and restrictions must be submitted to provide for maintenance by this entity.
[3] 
When maintained by a private entity, copy of the legally binding document which provides that Hatfield Township shall have the right to:
[a] 
Inspect the facilities at any time.
[b] 
Require the private entity to take corrective measures and assign the private entity reasonable time periods for any necessary action. Authorize maintenance to be done and lien the cost of the work against the properties of the private entity responsible for maintenance.
[4] 
Where the stormwater management plan proposes that Hatfield Township own or maintain the facilities, a description of the methods, procedures and the extent to which any facilities shall be turned over to Hatfield Township.
(e) 
Financial security for the completion of stormwater management facilities as set forth in § 250-61 of this chapter.
(f) 
Maintenance guarantee, as set forth in § 250-61 of this chapter.
(g) 
When a stormwater management plan is submitted in sections, a generalized stormwater management plan for the entire project site shall be submitted in addition to the detailed stormwater management plan for the proposed section. This generalized plan shall demonstrate how the stormwater of the proposed section will relate to the entire development. If temporary facilities are required for construction of a section, such facilities shall be included in the submitted stormwater management plan.
(11) 
Typical cross sections and center-line profiles shall be provided for each proposed street shown on the preliminary plan. These plans may be submitted as separate sheets.
(12) 
Lots for which other than a residential use is intended shall be indicated.
(13) 
A plan of proposed planting shall be provided, showing the locations for street trees and the landscape treatment for reverse frontage lots and any required buffer strips.
(14) 
A satisfactory Montgomery County Health Department feasibility report for all proposed lots having private on-site sewage facilities.
(15) 
For all subdivisions, the total area, number of lots, lot area for each lot; length of proposed streets shall be noted on the plan and each lot numbered.
(16) 
Building setback lines, established by zoning or other ordinances.
(17) 
Rights-of-way and/or easements proposed to be created for all drainage purposes, utilities or other reasons.
D. 
Improvement construction plan scales (drainage and construction).
(1) 
The improvement construction plan shall be at any of the following scales:

Tie-ins by courses and distances to intersections at all public roads, with their names and width.

(f) 
Property lines and ownership of abutting properties.

Location and size of all drainage structures, sidewalks, public utilities, lighting standards, and street name signs.
(3) 
Horizontal plan (storm drains and sanitary sewers).
(a) 
Location and size of line with stations corresponding to the profile.
(b) 
Location of manholes or inlets with grade between elevations of flow line and top of each manhole and inlet.
(c) 
Property lines and ownership, with details of easements and/or rights-of-way where required.
(d) 
Beginning and end of proposed construction.
(e) 
Location of sanitary sewer laterals.
(f) 
Location of all other drainage facilities and public utilities in the vicinity of storm and/or sanitary sewer line.
(g) 
Hydraulic design data for culverts and/or bridge structures.
(4) 
Profile (streets).
(a) 
Profile of existing ground surface along center line of street.
(b) 
Proposed center-line grade with percent on tangents and elevation at twenty-five-foot intervals, grade at intersections and either end of curb radii.
(c) 
Vertical curve data, including length, elevations and minimum sight distance as required by the Engineer.
(5) 
Cross section (streets).
(a) 
Right-of-way width and location and width of paving.
(b) 
Type, thickness and crown of paving.
(c) 
Type and size of curb.
(d) 
Grading of sidewalk area.
(e) 
Location, width, type and thickness of sidewalks.
(f) 
Typical location of sewers and utilities with sizes.
(6) 
Profile (storm drains and sanitary sewers).
(a) 
Profile of existing ground surface with elevations at top of manholes or inlets.
(b) 
Profile of storm drain or sewer showing type and size of pipe, grade, cradle, manhole, and inlet locations, and elevations at the inlets, manholes or changes in grade.
The above requirements for preliminary and final plans and of supporting data may be modified by the Township as warranted by special circumstances. In subdivisions requiring no new streets, and in the case of resubdivision, the requirements for the contours and physical features may be waived at the discretion of the Township Board of Commissioners.
