There shall be a Town Meeting of the Town, the members of which shall be electors of the Town and all others entitled to vote at a Town Meeting (other than a Town election) pursuant to the General Statutes.
(a) 
An annual meeting of the Town Meeting shall be held on the third Monday in May or, if in the opinion of the Board of Selectmen extraordinary circumstances make the meeting on such date impracticable, as soon thereafter as such circumstances permit.

(b) 
Special meetings of the Town Meeting shall be held when called by the Board of Selectmen.
(c) 
The Board of Selectmen may call a special meeting of the Town Meeting whenever it deems necessary or desirable.
(d) 
The Board of Selectmen shall call a special meeting of the Town Meeting whenever it shall receive a petition, prepared in accordance with the provisions of Connecticut General Statutes, Section 7-1, or as otherwise provided by ordinance adopted pursuant to Connecticut General Statutes, Section 7-2. Such petition shall contain a statement of the purposes of the petition, the purposes of the action sought, and the text of the proposed ordinance, regulation, or motion. The Town Counsel shall review such petition for the purpose of making a recommendation to the Town Meeting of any illegalities and unconstitutional provisions and to assure accuracy in the text. The Board of Selectmen shall call such special meeting pursuant to Section 7-3 of the Connecticut General Statutes for a date not more than 21 days from the receipt of the petition.

(e) 
Notice of any meeting of the Town Meeting shall be given by warning in the manner provided by this Charter or by ordinance (or, in the absence thereof, by the General Statutes) not less than five and not more than 30 days in advance of the date set for such meeting. The warning which gives notice of the Annual Town Meeting shall specify that the Town Meeting shall consider each and every recommended budget item. In the case of a special meeting of the Town Meeting called upon receipt of a petition, the Board of Selectmen shall include in the warning any matters that the petitioners specify in the petition as matters on which they desire to have action. The Board of Selectmen may, in its discretion, add other matters to such warning.[1]
A notice of each annual meeting and any special meeting of the Town Meeting held pursuant to § 6-4 shall be mailed to each household containing at least one person eligible to vote at a Town Meeting. The Board of Selectmen may, at its discretion, authorize the mailing of notices of other special meetings.

(f) 
The Board of Finance may request the Board of Selectmen to call a special meeting of the Town Meeting pursuant to § 6-3(d) of this Charter.

(a) 
The quorum required for the opening of any special meeting of the Town Meeting shall be at least 100 persons qualified to vote therein or such greater number as shall be provided by ordinance, the attendance to be determined by the presiding officer. Whether or not a quorum is present, a meeting of the Town Meeting, or any reconvened session thereof, may be adjourned not more than 60 days to a time certain by majority vote of those voting. Whenever a meeting without a quorum shall have been so adjourned, at least three days' notice of such adjournment shall be given by warning published in the manner provided by the General Statutes in respect of warnings for meetings of the Town Meeting.

(b) 
The business of a meeting of the Town Meeting shall be limited to the matters contained in the warning thereof, except for resolutions under § 3-3(e).[1]

(c) 
In the case of a special meeting of the Town Meeting called upon petition, the matters specified in the petition shall be the first order of business unless the meeting shall vote to change the sequence of business.
(d) 
The affirmative vote of a majority of the votes cast in respect of a matter at a valid meeting of the Town Meeting shall be the act of the Town Meeting unless a greater vote is required in respect of such matter by this Charter or by ordinance or General Statutes or applicable Special Act.
(e) 
The Town Meeting, at a meeting duly warned thereof, may by resolution adopt, amend, or repeal procedures for the orderly and efficient conduct of the Town Meeting. It shall establish a committee to review and recommend such procedures.
(f) 
Such other committees of the Town Meeting may be appointed for such purposes and with such responsibilities as shall be authorized by the Town Meeting. Whenever a special meeting of the Town Meeting is held on petition pursuant to § 3-2(d), and the Town Meeting appoints a committee in furtherance of the purpose of such special meeting, at least a majority of the members appointed to such committee shall be selected from among the petitioners for such meeting.

(a) 
There shall be a Town Meeting Moderator who shall be the presiding officer of the Town Meeting.
(b) 
If ordinance shall so provide, there shall be a permanent Town Meeting Moderator and Deputy Town Meeting Moderator with such powers and elected in such manner as shall be provided by ordinance. In the absence of such ordinance, the Town Meeting Moderator shall be elected at each meeting of the Town Meeting by the members of the Town Meeting present, whether or not a quorum.
