There shall be a First Selectman of the Town, elected as provided in Article VIII.
To the extent not inconsistent with this Charter,
the First Selectman shall have all powers, duties and responsibilities
conferred upon that office by General Statute or applicable Special
Act, or by ordinance before or after the effective date of this Charter,
and shall perform all the functions of that office.
(a)
The First Selectman shall be the chief administrative
and executive officer to the Town.
(b)
The First Selectman shall be a full voting and participating
member of the Board of Selectmen. He shall also have the power to
break a tie vote of the Board of Selectmen. He shall preside at meetings
of the Board of Selectmen, when present.
(c)
The First Selectman shall be an ex officio member
of the Board of Finance, on which Board, in the event of a tie vote,
he shall be called to vote thereon, and the tie shall thereby be dissolved.
The First Selectman shall be an ex officio member of all other boards,
commissions and agencies of the Town, but without power to vote. The
First Selectman shall be given reasonable notice of all meetings of
all boards, commissions and agencies.
(a)
Under the general policy direction of the Board of
Selectmen, the First Selectman shall be responsible for:
(1)
Coordinating the administration of the offices, boards,
commissions and other agencies of the Town with the Board of Education
and the Town Plan and Zoning Commission and other agencies and with
each other;
(2)
The execution and carrying out of ordinances, resolutions
and policies voted by the Board of Selectmen and the Town Meeting;
(3)
A continuous review of the current and future needs
of the Town;
(4)
Coordination and guidance of the Selectmen in the
discharge of all the Board's duties and responsibilities.
(b)
The First Selectman shall have all powers necessary
or incidental to the discharge of his duties and responsibilities.

The First Selectman shall be responsible for
the continuous review of the financial needs and budget requirements
of the Town. In discharge of this duty, the First Selectman may request,
and shall be entitled to receive from the Board of Finance statements
of the current and projected financial position and needs of any office,
board, commission or agency of the Town at any time or times during
the fiscal year.
To assist in the discharge of the duties and
responsibilities of his/her office, and of the Board of Selectmen,
the First Selectman may assign and delegate duties and powers to Selectmen
and to officers responsible to him/her.

All orders drawn on the Town Treasurer in payment
of the expenses of the Town shall be signed by the First Selectman.

If the Board of Selectmen so act, as provided in § 4-2(f), there shall be a Deputy First Selectman who, subject to the provisions of §§ 5-6 and 8-10, shall possess and may exercise all of the powers and duties of the First Selectman during the latter's temporary absence or disability except insofar as the Board of Selectmen may expressly exclude or restrict the same in terms of appointment.
